AMERICAN SUMMARY.

The following is a summary of news by the Zaalandia San Francisco, Jan, 27. The steamship Alameda of the new Australian line arrived here on Jannary 23rd. Her log shows her time from •Sydney to San Francisco, including stoppages at Auckland and Honolulu, to be 22 days 15 hours. A movement is on foot in New York and Philadelphia to publicly manifest American sentiment on behalf of Irish self-government. It is asserted the movement is distinctly American, having no connection with the Irish-American League. Grave charges against the United States Consul, Mr Greenbaum, in the Samoan Islands, were forwarded on by the steamer Alameda which arrived at San Francisco on January 23rd. They were sent immediately to the Secretary of State, Mr Bayard, at Washington, together with a petition for the Consul's removal. It was signed by Mersrs Grevis, Mahl, Crafford and Company, P. S. Parker, F. P. Gurn, H. J. Moors, H. Batson, and R. Johnston, Americans, doing business in Apia. In addition to charges of extortion and conduct not becoming his office through over indulgence in liquor, there is a heavier one of an attempt to flood California by Chinamen, evading the restriction law by shipping via the Samoan Islands under his affidavit that they had been resident there under American protection tor some time. Ah Sue, a Chinese merchant of Apia, takes oath that Mr Green Baum made a proposal to him, but he declined to have anything to do with it. The Hon. Randolph, one of the New South Wales delegates who arrived in San Francisco by the steamer Alameda, on January 23rd, will remain in that city until his colleague, Sir Alexander Stuart, arrives by the steamer Mariposa about the 21 st February. These gentlemen are interested in the proposed cable line direct from San Francisco to Sydney and New Zealand via Honolulu, New Caledonia, and the Sandwich Islands. It is asserted in San Francisco that if the Company establishes its line, Mackay, the Bonanza capitalist, with James Gordon Bennett of the New York Herald, now interested in the Transaltantic cable, have promised to meet the Company on a fair and reasonable basis.

It is rumored Germany is making overtures for a partition of the Samoan Islands. The proposals, it is said, include an allotment to England of Savau, the largest island of the Group, Germany taking Upotu with part of Apia, and the United States getting the eastern islands, including Tutula.
