London, Feb. 5. Greece reiterates her refusal to comply with the demands of the Powers. The whole of the Great Powers, with the exception of Russia, have approved of the agreement entered into between Bulgaria and Turkey for a settlement of the Roumelian question. St. Petersburg, Feb, 5.

His Imperial Majesty the Czar slates that the sanction of the Sultan to the agreement between .Bulgaria and Turkey s inadequate, and that the consent of the European Powers is necessary to ensure the security of a settlement. The Czar declined to discuss the question of the second note promulgated by the Powers.
