Tenders were opened to-day for the loan of L 500,000, placed upon the market by the Melbourne Tramway Trust. The rate of interest is per cent,, and the minimum was fixed at LlO4. The total amount of subscriptions was L 1,300,000. Tenders at
LlO7 10s receive 23 per cent, of their application ; above that in full.
The Pall Mall Gazette considers the appointment of Earl Granville as Seorelary of State for the Colonies to be a grave mistake, Mr Murray-Smilh, writing to the Times, stales that the Federal Council will present an address to the Queen regarding the possession of the New Hebrides.
The French Government are making enquiries as to whether the colonies will send representatives to a conference which it is proposed to hold in Paris in May next, for the purpose of taking into consideration the protection of cables in time of war.
It is publicly believed that Mr Gladstone will name bis policy on the lines laid down by Mr John Motley’s speech at Chelmsford. There is a general distrust expressed in the Ministry. A sharp fall has taken place in the Bank of Ireland shares. Feb. 5.

In connection with the action of the French Government respecting the New Hebrides, Sir Saul Samuel, AgentGeneral for New South Wales, and Sir Arthur Blyth, Agent-General for South Australia, will not enter any protest until receiving instructions from their respective Governments.
It is announced that Charles Penschof and Emile Richtner have been appointed Austrian Consuls at Melbourne and Sydney respectively.
In the French Chamber the Extremists haye tabled a Bill providing for the expulsion of the Princes from France.
New Zealand frozen mutton is selling at 5d to per lb.

In the French Chamber, M. Rochfort’s Amnesty Bill has been rejected. M. de Freycinet opposes the Bill introduced by the Extremists for the expulsion of the Princes from France.

The Ruapehu arrived here yesterday morning, Her cargo of frozen meat is in excellent condition.
