ENGLISH AND FOREIGN. London, Nov. 12, The Victorian Government in Auguat last requested the Imperial War Office to allow Major-General Downes to draw his pension as a retired officer while oc cupying the position of Secretary for Defence in that colony. The re ply received at the time, although not definite, practically amounted to a refusal, and Major-General Downes therefore resigned Lis Victorian position. The War Office have now fully considered the matter, and have definitely decided to hold up their previous refusal. A Trans-Oceanic Bank of Germany is being formed, with a capital of 60,000,000 marks. Mr Gladstone, in an electioneering speech, stated that the Established Churches of Gugland and Scotland would not be attacked by the Liberals in the next Parliament. Sir Charles Gavan Duffy, who Is a: present in France, is seriously id, A Committee of Enquiry has been appointed to investigate the affairs of the English and Australian Copper Company (Limited). The frozen meat by the Orient steamer Sorata, has arrived in excellent condition. Nov. 13. The Scotch Liberals appear to be much irritated at the cautious electioneering speech delivered by Mr Gladstone in Edinburgh. Mr E. M. Stewart, of the firm of Messrs Scott, Dawson and Stewart, Australian merchants, has been elected a Director of the National Bank of Queensland, The writs for the election of members of the House of Commons will be issued on the 18th inst. Spain is desirous of reopening the parleying in conaeclion with the AngloSpanish Treaty. The Liberals party in Scotland consider that Mr Gladstone’s statement regarding the Established Church is likely to calm a great many English Churchmen, and think that the attack on the Church has apparently been deferred until Mr Gladstone’s withdrawal from public life. Nov, 14. Prime New Zealand frozen mutton remains at 4£b per lb. The P. and O. Steam Navigation Company has declared a dividend for the past half-year at the rate at 8 per cent, per annum. Louis Riel, the Canadian insurgent, will be hanged on Monday. Rio de Janeiro, Nov. 12, The s.s Arawa arrived here last night. Her frozen meat is in good condition. New York, Nov. 13. Telegrams have been received in this city from Galveston, Texas, stating that a disastrous conflagration is raging in that city. The fire broke out this morning, and all efforts to suppress it have up to the present been unsuccessful. Sixty blocks cf buildings have already been destroyed, and damage to the extent of upwards of L 4,000,000 has been done. Hundreds of inhabitants been rendered homeless and destitute, Rangoon, Nov. IS. A proclamation has been issued by King Theebaw to FUtnmon his subjects to fight the English, but it admonishes them to kill none until they shall have crossed the Burmese frontier. Great uneasiness is felt in Mandalay, and the European residents are leaving as rapidly as possible, no hindrance being offered to their movements by the Burmese. Calcutta, Nov. 13. The Indian Government are in receipt, of advices from Major-General Rrendergnst, commanding the British expeditionary force in Burmah, to the effect that the troops under his command have crossed the Burmese frontier, and entered the district of Myboa. Nov. 14. A British proclamation has been issued formally announcing the deposition of King Theebaw from the Throne of Burmah. Major-General Prendergast, with th* troops under his command, has arrived at Scherfelmyo, and an attack on the Burmese position at Menhla is imminent.
