The Countess of Dudley, accompanied by her son, have left on a yachting cruise to Australia.

It is believed that the Emperor William will abandon all designs on the Caroline Islands, provided the Spanish Government can effectively prove their authority over them. In consequence of the pacific altitude displayed by Germany in this matter, public feeling is becoming more calm in Madrid. Sept. 9.

The Right Hon. A telegraphic despatch from the Secretary for the Colonies to the Governor of Victor&\ Sated August 16tb, has been made public. In the message Colonel Stanley announces that if the colonies jointly guarantee a payment of £15,000 annually, the Imperial Government is willing to proclaim the Queen’s sovereignty over New Guinea, and to give a suitable ship, Valued at £IB,OOO, in order to carry on the government of the countrv.

The ship North American, which left here for London in February last, has been posted as missing at Lloyd’s. Arrived, last night—Wairarapa, s.s., from the Bluff.

The Pacific Mail Company’s Australia sailed this afternoon for San Francisco via Auckland with the homeward English mails. She takes specie of the value of £87,750 from this port.

Advices to band from New Gained announce the safe arrival there of Sir Peter Scratcblcy, the High Commissioner, with bis attendants, all being well.

The debate in the Legislative Assembly on Sir A. Stuart’s motion, to the effect that Sir H. Parltes, in bis address to the electors at Tenterheld, had libelled the Chamber, came to a division at an early hour this morning, when the motion was carried by 81 votes to 27. A farther motion to expel Sir Henry Parkes from the Assembly was decisively negatived, the members of the Government voting against it, and only the mover and the seconder voting in its favor.

Sailed, yesterday afternoon—-Wakai-tipu, for Wellington. In the Legislative Assembly to-day an amendment to the Address in Reply to the Governor’s Speech was moved by the leader of the Opposition to the effect that Government was deserving of censure for not calling Parliament together earlier. The debate is still proceeding.
