There are hints of a second and secret treaty made at Windsor that has had really more to do with the change of administration than the vngue and shadowy promises made by Mr Gladstone. According to the story the Crown Princess Victoria assured her mother that the death of the Emperor was only a question of a few weeks, and that upon the accession of Prince Frederick William to the Imperial Throne of Germany the influence of Bismarck would cease to be a prominent disturbing element in European politics. The Marquis of Salisbury will have an interview with Prince Bismarck in August. The French Government have decided to suppress gaming tables at Monte Carlo. The Prince of Monaco, who owns the establishment, declares the Government have no jurisdiction over his property, and will resist its efforts to interfere with his business. In the Chamber of Deputies on the 22nd M. De Freycinet submitted a draft of the Franco-Chinese treaty, which definitely confirms the right of France over Anam. The latter country must henceforth deal with Foreign Powers on[y through France. A terrible storm of wind knd rain swept over Paris bn June 20th. Cellars were flooded, railways washed out, and many buildings in progress of erection damaged or demolished, A section of one of the streets sunk into a sewer, and twenty persons were; plunged into the water. Most of them were exhausted and almost in a dying condition when rescued. A boat containing twelve persons capsized on the Seine, several being drowned. In the Department of Vosges seven houses were destroyed by floods. Prince Frederick .Charles Nicholas, hepliew of the Emperor, died at Potsdamon June 15th, froiq a stroke of apoplexy. The Emperor is deeply affected by his ■ death. The Crowh Prince was present; at his relative’s bedside. The Duke of Connaught and the Prince of Wales' attended the funeral. The workmen’s strike in Berlin continues.' The master masons and cnrpen- ! ters have decided to refuse the request of the operatives to raise the wages or submit the dispute to arbitration. H the strikers persist,- the employers will close all workshops, re-opening them 1 only when each workman agrees to their terms. The New Guinea expedition left Berlinfor its destination on Monday, 1 June 29th. A labor riot of a serious character took place at Braun, in Moravia, on the night of June 16th. The ; trouble grew out of a difference between the men and factory owners (mostly Jews), about the hours of labor. The : military, were called out, and a great many persons, soldiers and rioters were wounded. It is believed the trouble is partly due to the anti-Semitic feeling. The strikers wrecked the factories. Ten hours a day is the workI men’s ultimatum.
An officer committed suicide at Cottaro on July Ist by placing himself in front of the mouth of a cannon and firing it with a matchatick. The Catholic Bishop of Austria have issued a manitesto to their flocks, warning them, against the increasing scepticism and secret societies, and the influence of an anti-religeonsj Press. This action has caused a sensation in religious circles. > • Fresh light has been thrown on the St. 'Louis tragedy and excitement prevails in some quarters. It is currently reported the supposed victim had been seen in Canada, and when this become known, especially in St, Louis where the murder was committed, it caused intense excitement and furfbcErevalatidns Were, when the mail left, being anxiously looked for. Among other reasons given in America for Prellier’s dissappearance, is that-Bob Maxwell and Prellier are members of some secret society ; that both men had entered into a conspiracy to defraud some Insurance Company with which Prellier had insured his life to a large amount,’ and that it was part of the programme for Prellier to disappear, and then for either Maxwell or his friends to claim the insurance. It is also said the Insurance' Company refuse to pay over any money whatever, pending a satisfactory solution of the mysterious occurrence. Mr Fish, late President of the Marine Bank, and a partner of General Grant, has been sentenced to ten years’ imprisonment for corrupt financial practices. A report from the Panama Canal states that Belgium furnished the first of the machinery, and that the laborers are largely composed of Jamaica negroes. Between 15,000 and 20,000 men are employed on the canal. A strong opinion is expressed that De Lesseps’ expectation that the canal will be finished in 1890 cannot be realised. A naval sham battle took place at Bantry Bay on June 30th and July Ist. Admirals Hoskins and Whyte were in command of the opposing squadrons. Lord Ashbourne formally took the oath as Lord Chancellor of Ireland on July Ist. He was heartily cheered by the people in the streets of Dublin. The managers of the Iri&h Party advise the Irish electors in England to support Tory candidates at the coming general election. M. Waddington, the French Minister in London, and his wife refused to attend in mourning at the Court ball as requested hy the Quee.i, because of the death of Prince Frederick Charles of Germany. The refusid' was conveyed in a courteous note sent to Her Majesty, and was to the effect that the French Minister >cduld not jwear mourning on the death of an enemy of France. Sir Peter Lumsden was entertained at dinner at Windsor Castle on July 22nd by the Queen, meeting only the Marquia of'Salisbury. ' The London newspapers have rebelled against Router’s News Agency for increasing the expenses for gathering news of the recent campaign in Soudan, Charles .Warren Adams and Miss Mildred Coleridge, daughter of the Lord Chief Justice, were married in London oh June 24tli.‘ The maternal uncle whs the officiating clergyman.
