ENGLISH AND FOREIGN. London, Jan. 28. Mr W. E. Forster, in an article in the Nineteenth Century, considers that Earl Grey’s scheme of. a Federal Council, having power to deal with questions of peace and war and the allotment of the cost of defence, together with the admission of the colonies into representation in the Imperial Parliament, is impracticable. The Colonial Office adheres to the payment of the cost of annexation as set down in Lord Derby’s despatch in July last. Jan. 29. Mr Chas. Bradlaugh’s appeal against the decision of the Court of Queen’s Bench in refusing to grant him a new trial of the case in whi oh he was fined in three penalties for haring sat and voted in the House of Commons without haring first taken the oath prescribed by law, has been dismissed. Mr John Bright addressed a crowded meeting of his constituents at Birmingham to-day. In the course of his speech he referred at length to the questions of Annexation and Federation ; deprecated any increase of the Empire, and alluded in terms of ridicule to the idea of Imperial Federation, but strongly urged that sympathy and goodwill should be manifested by the Mother Country in dealing with the colonies. Mr W. 6. Forster suggests that a Colonial Conference should be held in London respecting Imperial differences. The steamer Chusan, which went ashore at the island of Perim in the Red Sea, has been got off without sustaining any serious injury. Speaking on the recent dynamite outrages, the Rt. Hon. Mr Chamberlain said they ought to be denounced by Mr Parnell and his party. It is reported that Germany will shortly make some additional annexation of islands in the Pacific. Jan. 31. Arrived, at Plymouth—-Royal mail steamship Kaikoura, from Wellington (left Dec. 21st). Warnings have been received by the authorities that attempts would be made to blow up the Law Courts, the British Museum, and the Bank of England by dynamite. Extra guards have been placed at the buildings, and precautions taken to prevent any attempt being made, A man suspected of complicity in the recent explosions in London, has been arrested by the police at Derby. The Royal Colonial Institute has made representations to Lord Derby urging him to prevent foreigners occupying any portion of New Guinea. Sir G. Duffy advises Tories to compromise with the Home Rule party. Berlin, Jan. 28. The sub-Committee of the Reichstag, appointed.to consider proposals to subsidise a certain line of mail steamers trading from Gorman ports, recommended the adoption of the projected line to Australia, but rejected one to Samoa. Jan. 30. The International Conference on the Congo question have coma to an agreement with reference to certain regulations for dealing with future annexation

of territory in the Congo Valley and adjoining country. Buies were accepted in Accordance with the views of the .British delegates. Rome, Jan. 30. In the Chamber of Deputies last night, Signor Manheim, Secretary for Foreign Affairs, wade a statement regarding the recent extension of the Italian dominion at Assah Bay and Belui, in the Red Sea, and reterred especially to the entente cordials between England and Italy with regard to the Red Sea coasts, and declared that that Italian action in Egypt was parallel With that of England. The telegrams from Potcheferstmm announce that a mutual understanding has been arrived at between Coonel Warren and President Kruger, of the Transvaal, regarding the settlement ol Bechuanaland and the land of: Goscben. It has been decided to order all Goschenite freebooters, who still remain on the land they occupied outside the convention boundary, to leave! New York, Jan. 30. Several State Legislatures have passed votes expressing abhorence at the recent dynamite outrages in London, and to reader penal the hatching of plots for similar purposes in the States. Washington, Jan. 30. The Nicaraguan Treaty was under discussion in the Senate last night, when the report of the Foreign Committee, which favored the ratification of the treaty, was discussed at length. Ultimately, by a considerable majority the House declined to act upon the recommendation of the Committee and refused to ratify the treaty. AUSTRALIAN CABLE.
