ENGLISH AND FOREIGN. London, Dec. 22. A fire occurred in the parcels office at Windsor last night, and after being extinguished, an infernal machine was discovered among the debris. On examining the machine it was found that the fuse attached, instead of causing an explosion, bad ignited the box in which it was contained and set fire to the office. The Merchant Shipping and Underwriters’ Association report the arrival of the ship Latona from Timaru (left May 3rd) via Port Chalmers. The new gunboat Palumah, built for the Queensland Government, has sailed. The Standard states that Germany has notified to the Powers that she has annexed the following islands in the Pacific : —New Britain, New Ireland, New Banover, Marshall, Anderson, Duke of York, Admiralty, and also the northern portion of New Guinea, Dr Flinisch will piobably act as Administrator over the whole. Dec. 23. The New Zealand Shipping Com pany’s Royal Mail steamer Aorangi, the first vessel under contract with the New Zealand Government, sailed from Plymouth at 3 p.m. on the 20th for New Zealand. Despatches from Berlin give official confirmation of the German annexation of the northern portion of New Guinea and the islands of New Britain, New Ireland, New Hanover, and the Admiralty Group. An agreement has been signed be tween representatives of Spain and England, in connection with the negotiations for a fresh commercial Beaty. Under the agreement Spain is to grant England a “ most favored nation ” treaty when the British House of Commons has agreed to extend to wines containing thirty degrees proof spirit, the shilling per gallon scale duty now levied on wines of thirty-sis degrees proof spirit. It is understood that parleying will be initiated with England with a view to the cession of the New Hebrides to France. The frozen meat ex the steamer Elderslie is in excellent condition. The German Government gave Lord Derby a pledge that they would not annex the northern portion of New viuinea, Mr Murray-Smith, Agent-General for Victoria, is enquiring whether the English Government intend to recognise such annexation. The English Government have not annexed the De Entre casteaux Islands. Mr Michael Davitt has started on a visit to Australia. The Times states the hesitation shown by Lord Derby in dealing with questions relating to the Pacific deserves the severest censure. The territory annexed in New Guinea by Germany will extend northwards from the Huon Gulf on the Eastern coast. Dec. 24. The Democratic section in the United States Senate will not endorse the action of America in reference to the construction of a Nicaraguan canal. The English Press strongly sympathise with Australia in reference t* the annexation of the northern part of New Guinea by Germany. The Spanish African Society has acquired 15 square miles on the coast of Gulf Guinea, West Africa. The territory extends some distance inland from a point opposite Korisco. It is understood that the European Powers have shelved the proposal recently submitted by the English Cabinet for a settlement of the affairs of Egypt. Berlin, Dec. 22. Three of the miderwaM machinists have been sentenced to death, and two to ten years’ penal servitude. Capetown, Dec. 21.

Intelligence has been received here that a force of armed Boers who have assembled in the Transvaal are starting for the border. President Kruger declares that he is powerless to prevent their departure. Dec. 23. Telegrams from Pretoria state that the Transvaal Government have despatched an officer to t^ Q frontier, in

order to prevent tin- Bu.r.> who formed parties with the object of raiding the adjoining native lands, from crossing to the border. Cairo,'Deo. 24. Intelligence has been received from Dongola that sixty-four whaleboats,- conveying troops to the front, nave arrived at Korti (on the Nile). near Aminkol, where the concentration of troops, is rapidly proceeding. The Mn-.Br of Dongola telegraphs that a B-donin from Omderman, a village near Khartoum, winch place he left on tlie 9th ii:st., has arrived at Dongola, and reports that the Mahdi has sent seven corps to reinforce his ar nies at B-rb-r against the approach of British troops under Lord Wolseley on that town. New York, Dee. 21, Seventy of the ninety children who w°re reported rtiis-ing after the fire at the Brooklyn Catholic Orohanage have been found safe and urinjured, bat nothing is yet known regarding the fate of the remainder. AUSTRALIAN CABLE. Sydney, Dec. 22. Arrived, this morning—Manapouri, s.s., from Auckland. A patient at the quarantine station named Casey has died of smallpox. No fresh match has yet been arranged between Beacli and Clifford, in place of the one which was fixed for the 29th February next, but which fell through owing to Beach forfeiting through mistake. Dec, 24. A case of smallpox has appeared in the suburbs of Waterloo, and ten persons Inve consequently been placed in quarantine. Hobart, Dec. 22. Arrived, on Saturday—Shaw Savill and Albion Company’s Arawa, en route for New Zealand. Brisbane, Dec. 24. Neil McNeill, lately second mate, and Bernard Williams, lately boatswain, of the labor schooner Hopeful, who were under sentence oi death for the - murder of an islander on the high seas, have been reprieved. Melbourne, Dec. 23, Sailed, this afternoon—larawera, for the Bluff. Dec; 24. The Tasmanian and Queensland Governments have agreed to join in the proposed protest against German annexation in Northern New Guinea. It is understood, however, that New South Wales and South Australia prefer to await farther information thereon before joining in the protest.
