ENGLISH AND FOREIGN. London, Sept. SO. The cargo of frozen mutton on board the steamship Coptic, from New Zealand, has arrived in good condition, and is selling at b'd per lb. The Propaganda has invited the Metropolitan Synod of Melbourne to nominate a suitable coadjutor to the Bishop of Sandhurst. Sir F, Dillon Bell urges the New Zealand Government to contribute to the Pacific subsidy. In a sculling rjcatch between Teemer and Wallace Ross, the latter was defeated, Oct. 1. The Merchant Shipping and Underwriters' Association report the arrival of the Col'een, from Lyttelton (left June 27th). The Tim'3B states that many are of the opinion that the New South Wales loan has been issued too cheaply, and expects the loan will be a success. The Standard statas that the money market is in every way favorable to its success. The loan is quoted at a premium of 2 per cent. Lord Salisbury has addressed a meeting on the Franchise Bill, and has been received with greit enthusiasm. Mr Murray-Smith has informed Sir R. W. Herbert, Permanent UnderSecretary for the Oolouies, of the movements of German men-of-war in colonial waters, Oct. 2. Accounts of the cholera epidemic from the Continent show a slight decrease in the ravages of the disease in Italy. The mortality in Naples has fallen to fifty deaths deaths daily, and the same number are reported from Geneva. The last Victoriau Six per Cent. Loan has been repaid. The Marquis of Salisbury, in bis speech on the Franchise, stated the Lords would not yield to the demands made, as such demands were arrogant and dictatory. The Government are at present discussing the advisability of despatching, an expedition against the Boers, in consequence of their recent aggressive action in Stellaland. Admiral Courbet has been instructed to seize the harbor of Kelung and the coal mines in its ncigt-orhood as a guarantee for the war indemnity, A compromise will probably be effected in regard to the recent suspension of the law of liquidation by the Egyptian Government. St Petersburg, Oct. 1. Serious damage from fire has occurred among the shipping on the Volga, A burning vessel which was abandoned, owing to the force of the current drifted down the river, setting fire to a Jarge number of merchantmen. The fire is still raging among the . shipping, and the loss is already estimated at several million roubles. Cairo, Sept. 30. Reports are to hand from Dongola that sickness has broken out among the British troops now stationed there, and that three deaths have already occurred. Earl North brook will complete his mission to this country by the end of October, when he will return forthwith to England. Telegrams from Dongola announce the arrival there of Colonel Stewart and his staff from Khartoum. General Lord Wolseley has arrived at Ensch, a town on the Nile 100 miles north of Assouan, Oct. 1. General Lord Wolseley and staff arrived to-day at Assouan. Hong Kong, Sept. 30. Intelligence has been received here that an Imperial edict has been issued ordering the Governor of Canton to
publish a proclamation to encourage the people to fight against the French. The edict also forbids poisoning food supplied to foreigners. Great excitement is reported to exist amoDg Chinese natives, especially at Treaty ports. The New Zealand Shipping Company have received the following cable, dated London, 30th September : — {i The lonic arrived at Itio yesterday, Her meat is in prime condition."
