FRANCO-CHINESE WAR.
Paris, Sept, 7. It is announced that General Lisle has been appointed to succeed General Millot in command of the French army in Tonquin, Hong Kong, Sept. 8. In its proclamation formally declaring war agamst France, the Chinese Government announces that Shanghai will be treated as a neutral port. The Woosung river will, however, be blockaded, but passages will be left for vessels of neutral Powers. Londok, Sept. 8. News from China states that Foo Chow and Min river forts have all been repaired, that the arsenal was uninjured, and only two men-of-war destroyed.
