A number of notices of moiioa were given and stveral papers presetted. On i,he motion of MV Olive), Messrs McLean, Scoiland. Oliver, Wp.erhoo.se, and Captain Biilie were appoin.'ed a Commutes to prepa'-e an Address in Reply. The Council then adjourned till next day.
in the Legislative Council on Friday, Captain Baillie was re*ppointed Chairman of Committees, and a number of tho usual sessional Committees were appointed. Mr Waterhotise asked that he might be exempted from serving on the Fetiliops Committee, saying that he wholly disagreed with the way iu which these Committees discharged the>"r functions, which h*d become so wide as to seriously interfere with the freedom of the executive and judicature. As showing this, he quoied the cases of Government employees discharged for incompetency burdening these Committtes with petitions, and the cases of Angah'que There:-6 and the convict Longhurat. i;e said the growth of the power of these Committees was quite unconstitutional, and there was no parallel to it in any other part of the Empire.
The debate wab adjourned. The Council rose at 3 p.m.
HOUSE OF REPRESENTATIVES
Jn the Houso on Friday, A number of Petitions were presented. Notices of motion were given, including the following new Bills :—By Mr Shrimski, of the Pensions Bill ; by Mr Connolly of the Alienation of Land Bill, Local Courts Bill, and Bankrupicy Act Amendment Bill ; by tho Hon. Mr Dick, of the Parliamentary Elections, Representation Act Amendment, and Otago Harbor Empowering Act Amendment. Mr Macandrew, for Mr Bathgate, gave notice of motion for a Committee to enquire into the causes of the present commercial and financial depression ; and Mr HursthousQ of a motion to discontinue Hansard.
In reply to Mr Hutchison, the Hon. Mr Dick said he accepted the responsibility I for the employment of the present master of Ihe Burnham Industrial School, the testimonials and other information having convinced him the man was suited for the position. He had avery reason to believe the school was conducted satisfactorily, and he did not at present propose to make any changa as to the association of siuip'y orphauised or unprovided for children with those, convicted of more or less serious crime. The following new Bills were introduced and read & firbt time : Voting (Mr Barron) ; Licensing Act Amendment ; School Committee Election (Mr Steward) ; Extension of Hours of Polling (Mr Barron); Town Districts Act Amendment (Mr Whitaker ; Eight Hours, and Local i Option Extension (Mr M. W. Green). Several Sessional Committp.es were appointed, and the House rose at 3.5 p.m.
