ENGLISH AND FOREIGN. London, March. 20. The two Victorian torpedo boats have been tried on the Thames, ami averaged a speed of over seventeen knots. March 21. The shipment of frozen meat by the steamer Orient has arrived in splendid condition. It has transpired that France has claimed indemnity from China for the expenses of the Tonquin campaign, the amount being fixed at a minimum of six million pounds sterling, A vacancy having occurred in the representation of Cambridgeshire in tbe House of Commons owing to the resignation of the senior (Liberal) member, Sir Henry Brand, ex-Speaker, elevated to the peerage, an election took place yesterday, and resulted in the return of the Conservative candidate, Mr Thornhill, by a large majority over bis Liberal opponent. An election also took place yesterday for the representation of Huntingdonshire, when Sir Robert Peel was returned in the Liberal interest. Powell’s expedition to New Guinea is delayed for want of funds, The colonies not having yet agreed to contribute the £IO,OOO per annum has delayed the appointment o.t a High Commissioner for the Pacific. March 22. A portion of tbe cargo of frozen mutton ex steamship Victory, sold today at s|-d to 6d per lb. The Right Hon, W. E. Gladstone, is improving in health ; his recovery, however, is slow. The Land and Loan Company of New Zealand, with a capital of one million, has been registered. The Paine Hites welcomed the reappearance of Mr J. E, Redmond in the House of Commons. Lord Thurlow’s motion in the House of Lords, in favor of opening museums ’on Sundays was rejected by a majority of eight, and in the House of Commons a motion by Mr Wills, member for Colchester, in favor of the exclusion of Bishops from the House of Lords, was rejected by a majority of eleven. March 23. The s.s, Austral has been entirely refitted at Greenock, and furnished with every latest improvement. In her trial trip she registered seventeen knots. Sir Stafford Northcote and Earl Cairns are both reported to be suffering from catarrh. St, Petersburg, March 20. Twenty-six Nihilists, among whom are four military officers, have been arrested by the police. Rome, March 20, A political crisis has r,risen here in consequence of the Ministry having been nearly outvoted in the Chamber of Deputies, and Signor Dopretis and bis colleagues have to-day tendered their resignation to King Humbert. March 22, It has transpired that the Cardinals are discussing the expediency of the departure of the Pope from Rome. Paris, March 22. A despatch from Tonquin states that the French have captured Thingnyen,. and without loss, the Chinese having suffered heavily. The New Zealand Shipping Company, Limited, lias received the following cable message : —London, March 21st, 1884, Tongariro, s.s., sailed from Aden (on route for Hobart and Port Chalmers), at midnight 20ih March,
