TEMUKA ROAD BOARD.

The monthly meeting of the above Road Board took place on Tuesday last in their office. Present —Messrs John Talbot (Chairman), John Paterson, R. A. Barker, and James Austin. During th* reading of the correaoondence Mr Barker had to leave the meeting, and Mr Quinn shortly afterwards took his seat. MINUTES. The minutes of the last meeting were read and confirmed. DEPUTATIONS. Mr S. D. Barker waited on the Board and drew the Board’s attention to the fact that the Canal drain was not equal down from the drain above Mr Paterson's.

At the top end of the drain a family were flooded out of their cottage and had to sit on the table. He was sure that it would be very easy to remedy this to some extent at the Cross roads. The pipes in the culvert were too small, as he had seen the water running across the road.

The Overseer explained that the drain was full of watercress, and the pipe drain really opened on the wrong side, in fact the fall was the wrong way.—The matter was left to Mr Paterson and the Overseer to report upon.

Mr Cox, junr,, waited on the Board re a proposed road from near Mr Parke’s to connect with the road on the south side of the Orari. This was a road that the Board had decided some time ago to obtain from M Rhodes, but the purchase of which had never been completed. The Overseer was instructed to obtain information on the subject and report. Mr Meyer waited on the Board re having his name erased from the rate roll tor six sections in Arowhenua township, having disposed of same to Mr Yallender. The matter was dealt with in an application from Mr Yallender’s to have his name placed on the rate roll.

Mr Bissett waited oq the Board to request that they would put a pip* culvert through Penny’s road so that he could lead the water that was now standing on his land into the Ohapi. In reply to questions, it was elicited that a great deal of the water complained of was lying there through the fault of a neighbor allowing the drains near his land to become choked with gorse. Mr Bissett also complained that the culvert which the Board at last meeting decided to place across a part of' Penny’s road was unnecessary. He did not wish to have any unpleasantness with any one, and the culvert he asked for would clear his land if he deepened his drain by 18in. or 2ft. He might say that he had made applications to have the drain cleared of gorse in January last. In reply to a question the Overseer said that Mr Stewart had promised to clear the drain out.

The Chairman said a promise wa« nothing, a formal notice ought to have been given. He would now have to commence again. The Overseer was instructed to see to the matter.

Mr Uprichard interviewed the Board on behalf of a number of ratepayers in the Arowhenua township to complain of a lot of stagnant water which was lying at the back of his section. A number of dead cattle and other animals had been buried near there, and perhaps this had something to do with the intolerable nuisance created. The nuisance complained of is on Government property, and the Overseer was instructed to inspect and report on th® matter. Mr Landgridge waited on the Board with a petition requesting that the Board would repair the road known as Langridge’s road, and shingle the same from the Waitohi Hoad, a distance of about 25 chains, and also asking that the Board would form about 11 chains in continuation of Bradford’s Road. It was decided that the Overseer should examine the road complained of, and call for tenders for any part of the same rerequiring immediate attention, reporting on the remainder at next meeting. Mr Dickinson, Milford, waited on th® Board to complain that the race from the bridge down to the second bridge wanted clearing. Last year he had, with the assistance of the Board, cleared the drain out, but it was now overflowing both on the property of himself and Mr S. D. Barker. There was a lot of gravel in it and it wauted dragging. The water had stopped him working for four days, and if the drain had been cleared out the water would have got away iu 24 hours.— The Surveyor was instructed to inspect and report.

Mr Franks drew attention of the Board to the fact that the drain leading from Mr Quinn’s place to the main drain was blocked up and that all the drainage from Vine slreet flowed past his premises daring the flood.—The Overseer was instructed to attend to the matter at once. CORRESPONDENCE. The following correspondence was read and considered : From Mr Samuel Breadley asking the Board tc make him some allowance for 80ft of Gin pipes that he had placed across the road in front of his Hotel, and for the rhingle that lie hid to cart for the same. He also complained that a culvert leading to the railway station was too small, and requested that it should be attended to. —The Board decided that the pipes were unauthorised and could not be allowed for, and the Surveyor was in structed to report on the culvert. From the Levels Road Board re payment of account for Opihi Bridge, stating that it would be paid at the next meeting of the Board. From Mr J. H. Baker, forwarding a copy of the latest map of Arowhenua, as requested by the Board.

From Messrs Hall and Meason, in reference to the piece of land agreed to be purchased by the Board from Mr Rhodes for a road, part of R.S. 4323, near Mr Cox’s homestead, and asking for more information.

From Mr W. S. Raine, Manager of Newlands, Rangilata stating that the flood water had again broken across the road near Mr Rolleston’s hut and carried the shingle into the drain on the low side of the road, quite choking it up. He asked that the Board would at any rate clear the shingle out of the drain. — The Board decided to clear the shingle out of the drain.

From the Overseer Geraldine Road Board, in replv to letter from Temuka Road Board dated Feb. 29th, stating that his Board would be willing to carry out the work of lengthening Sharp’s bridge if the Temuka Board would pay half the cost as before. It was proposed to lengthen the bridge 20ft. and to build a protective wing the upper corner. The Board decided to share the cost of the work. From Mr Geo. Bolton, reporting that during the past month of 16,950 eggs, and 6936 birds, at a cost of £lB 19s lid, bad been brought in. The Board passed a cheque for £lO for the current month.

From the Geraldine Road Board enclosing account for stiengthening bridge near Sharp’s. From Mr J. B. Binley, calling attention to the state of the road about two chains from his house, and stating that since the road had been cleared of gorse all the surface water made its way through his back yard and flooded him out, —The Surveyor was instructed him to report.

From Mr Eli Pratley calling attention to a culvert at the junction of the Middle and Lower Swamp Roads, stating that i t was not large enough to take away the water.—The Overseer was instructed to inspect the place and get the culvert •leaned if choked.

From Mr Thomas Corcoran, in reply to a letter from the Board asking what section of land he required to have his name placed on the ratepayers roll for, and stating that it was for portion of public reserve 283, Winchester, 8 acres. —As Mr Corcoran paid no rates it was decided that the request could not be complied with. From Mr M, Hansen, asking the Board to grant him same drainage pipes for a culvert at the gate of Mr Thomson’s boiling-down down establishment. —Overseer to look at the place and give pipes or planks if necessary. From the Treasury, Wellington, stating that £l7 14s 6d had been placed to the credit of the Temuka Road Board for rates on Crown Lands within the Temuka Road District for 1882-83. From the Geraldine County Council re the Board’s application for closing road on Arowhenua estate, stating that the request could not be complied with until a formal plan and description had been forwarded to the Council in conformity with the Act.— The Overseer was instructed to obtain plans and attend to the matter. From Mr F. H. Barker, Winchester, asking that three culverts on his Swamp Road might be made stronger, so as to carry threshing machines, etc,, He had had to lay timber last year.—The surveyor was instructed to see to the matter at once. From Mr. H. Nicholson, dated Feb. 25, drawing attention to the state of the road above his house, which had been washed away with the late rain and was in a dangerous state. He asked that it be repaired immediately. —The Overseer stated that he had attended to it. From the Lyttelton Times office forwarding proof of the new map of the district. From the Clerk to the Geraldine County Council forwarding copy of resolution passed at last masting of the Council to the effect that a subsidy of £ for £ be made to the different Road Boards for money expended by them on the small birds nuisance. The amount to be calculated on a uniform basis of twopence per dozen for both birds and eggs. Letters were read from Messrs H. Vlalender, C. Newbury, W. Smith, W. Hooper, requesting to have their names placed on the rate roll. Also from Mr Tworaey complaining that for more than 12 months he had been trying to have his name placed on the ratepayers roll without avail.—The request to be attended to.— In reference to Mr Tworaey’s letter, the Chairman explained that until elections in connection with the Board came on it did not signify, as their rate roll had nothing to do with other elections. They were receiving applications at every meeting, and would place the whole of them on the roll at one time. ACCOUNTS. Accounts to the amount of £l2O 8s lid were passed for payment, During the passing of the accounts Mr Quinn drew attention to the fact that the contractor for placing shingle along the roads on the maintenance contract had placed several loads within half a mile of the riverbed, on the road between the river and the section formerly belonging to Mr Irvine. He believed that this was contrary to their agreement.—The Uveraeer said that he had instructed the contractor as to the intervals at which he should deposit the shingle, but he had not shown him the places where to deposit the stuff.--it was agreed that the present way of providing the shingle was a mistake, as it would he better to have the shingle required on these contracts provided by the maintenance contractor, Mr Austin said he h id heard complaints as to the way one of the fords were kept.— The Overseer said he had not had any

made to him. —lt was decided that ha see into the matter. overseer’s report. “The Chairman Temuka Road Board, “ Sir, —I have the honor to report for the month ending March 4th, 1884. “ The late floods have done a good deaT of damage to the fords in the rivers, and also to the bridges. The south approach of the Opihi bridge has had more washed away, and part of the sheet piling has fallen into the river. This work has become urgent now, and requires immediate attention.

“The footbridge at the Kakahu, near Sharp’s, has lost the western approach and requires another span. “The footbridge near the railway bridge has also bad about 10ft. of the bank carried away, and requires another span. If a groin is placed on the upper side of the road it will help to protect the approach lo the bridge from injury “ The ford at Ensor’a stood veil, but part of the embankment has This will require lo be done at “ The road near Messrs Thomas and Badliam’s requires reforming for about 15 chains in some parts, and a drain made to carry off the water, which when done will meet the present requirements. “The proof copy of the map of the district is to hand and is very complete, all the latest surverys are included and the sections are wed acred. The public can be supplied in a few days with copies. “Tenders have called for two contracts, which are for your consideration to-day. “Rates to the amount of over £9OO have been paid. “ P. Sinclair, Clerk.” The following resolutions on the above report were passed : —‘That the embankment at Eusor’s Ford be repaired ;’ and ‘ That tenders be invited at once for necessary work on Thomas and Badham’s road.’ INSPECTOR OF NUISANCES’ REPORT. The Inspector of .Nuisances’ report was read. In it he stated that most of the causes of complaint mentioned in his last had been attended »o. He reported favorably on the sanitary condition of Sod Town, but said most of tbe householders kept pigs. Of Winchester he reported favorably with the exception that the drain from the Winchester Hotel, of which he complained in his last report, was still open. TENDERS. The following lenders were received : No. 103 Contract —Concrete bridge over Ohapi : E. Gounihan, £63 (accepted) ; W. Fletcher, £69 17s 6d ; R. Comer, £74. No. 104—Clearing Park Drain : C. McAuliffe, Is 9d per chain (accepted); W. Greenaway, 4s sd. RETIRING MEMBERS. The Chairman stated that the election for the return of two members to the Board would take place in May, and lots were drawn to decide who should retire. The names drawn were Messrs Quinn and Austin. The meeting then terminated.
