Capetown, Dec. 3, News is to hand from Basutoland to the effect that the native tribes have agreed to accept Imperial rule, and that the chiefs have rendered submission to the British authorities. Washington, Dec. 4. The United States Congress was formally opened to-day in the customary manner. A Message received on the occasion from President Arthur announces lhat-<Jovepnraßht v 'h'd?8' ! l!?8l:M to extend the relation of the Union with the Eastern nations, and that it might possibly become necessary to co-operate with other Powers, with a view to secure the liberty of tiadein the Congo valley. It suggests that a policy of retaliation should be pursued towards countries levying taxes on the importation of Ameriaan products. The Message announces that the Budget shows a surplus of 39,000,000 dols., and concludes by urging that steps he taken to re-construct the navy of the Union, and at the same time proceed with various coast defences which are necessary. Paris, Dec. 5. Parleying has been resumed between the French and Chinese Governments, with a view of averting the threatened war. It is hoped that the difficulties which rendered the previous negotiations futile may now be overcome, and that an amicable settlement of the Tonquin question may be arrived at. Durban (Natal), Dec. 3. It is reported that Cetewayo is to be reinstated at Ulundi, with a British Resident there, some British troops remaining in Zduland until quiet is assured .
