THE FRENCH AT TONQUIN.
(London, Nov. 25. The Black Flags attacked a French gunboat off the Citadel at Haidznonj, (?), and would have captured her had not the gunboat Lynx come to the rescue. The loss of the assailants was heavy, and the French lost 40 men. Tho French garrison afterwards embarked on the Lynx to wait reinforcements. The Emperor of China has proclaimed Anam a vassal state, and also that the seizure by the French was illegal. He has ordered the defence of Bacninb, the position which the French are about to attack. M. Ferry proposes the appointment of a Joint Committee to determine and define the neutral zone in Tonquin, In view of a possible outbreak of war between France and China, orders have been issued for a prompt reinforcement of the Chinese squadron. Parleying has commenced between the British and French Governments with a view of arranging the settlement of the Tonquin difficulty by friendly mediation between France and China.
