ENGLISH AND FOREIGN. London, Sept. 25. ! A large force of police lias been drafted to Tyrone, Ireland, to prevent rioting, which is feared will take place in that country between the Parnellites and the Orangemen. Exeter Hall is arranging a great re ception for the Rev Mr Shaw, the Madagascar missionary, on his return on Thursday. He is, advised to claim £IO,OOO compensation for his imprison j ment by the French authorities. TII9 English Press generally urges the maintenance of a firm attitude towards Franco in regard to Madagascar. The bombardment of the Malagasy ports is reported to be imminent. The family of the late James Carey have arrived in London, where the eldest son is required as a witness against O’Donnell. His examination takes to-day. A railway accident, involving heavy casualties, is reported from Roumania, Sept. 26. The Daily News, in its issue of to--day publishes a telegram from its Natal correspondent stating that King Cetetvayo has expressed his willingness to surrender to the British authorities as requested. The Austral inquiry still continues. The evidence given so far goes to provk that there was no fault in the construe--tion of the vessel, and that the mischief was due to neglect on the part of her officers.
Five towns in the country of Tipperary are gazetted as requiring ad ; ditional constables for the preservation of the peace. Ulster Orangemen are massing in large numbers at Dungannan, County Tyrone, with the avowed intention of preventing the meetings which the followers of Parnell propose to hold there.; It is feared a collision will take place between the two factions, and a strong force of the military has been quartered in the town incase riots should occur.
The cargo of froaen meat on board the ship Mataura, from Auckland, was examined to, day, when a considerable portion was found to be rotten.
The homeward mails via San Francisco, which left Auckland on August 4th, were delivered to-day. The mails from Melbourne, dated August 14th, via Suez, were also delivered to-day. A severe gale has passed over the County of Limerick, and some considerable damage has been done, the Town Hall being lowered to the ground, Archibald Forbes has. published t|n essay on the social characteristics of the inhabitants of the Australasian colonies. The latest news from China is to the effect that the ‘blackflags* intend ; to march on Saigon. Paris, Sept. 25. The Franco-Chinese negotiations fpr the settlement of the difficulty in Anam are still proceeding, no agreement having as yet been arrived at. The Chinese Ambassador now proposes that France should annex that port of the Empire of Anam to the southward of the Red River (the Songkoi), leaving the remainder to China. The French Government are urging, as a counter-claim their right to the whole Delta of the Songkoi, either northward or southward of the river. St. Petersburg, Sept. 25. The St Petersburg to-day states that the Russian Government disapproved of the Ministry recently appointed by Prince Alexander of Bulgaria under the new constitution. The same journal also publishes information from Sofia that two new Ministers ( Lobolleff and Kaul. bars) have already resigned, in consequence of their fearing that dangerous measures have to bo proposed by the Government.
Madrid; Septr26V A number of bands of armed guerillas are scouring the northern.' provinces of Spain, and several detachments of. gendarmes have been despatched in pursuit of them. CoNSTANTINOX’LE. Sept. 26. A serious conflagration occurred today at Kadikos, one-half of the town being totally destroyed before the flames could bo extinguished. AUSTRALIAN QABLB. Melbourne. Sept. 26. At a meeting of members of the Sc«ls Church, last evening, -it was decided to secede from the Presbyterian Church of Victoria and revert to the position previous to the Act of Union, Sept. 27. Before bis execution on Tuesday,, lost Burns, tbe murderer of Michael Quinlivnn, confessed that he bad committed eight different murders, five in Victoria and three in New South Wales. ( Sydney, Sept, ,26.. It is announced that Hanlon, the Canadian oarsman, has ‘notified his willingness to accept Laycnck’s chalb nge to row a sculling match for the championship of the world. Hanlon stipulates, however, that the allowance for expenses shall be £3OO. The Minister of Lands is seriously ill.
