ENGLISH AND FOREIGN. London, Sept. 22. Arrived—Roseneatb, from Lyttelton, (23rd May) ; Anazi, from Timaru (29th May); Wellington, from Port Chalmers (14th June) Monarch 1 (? Northern Monarch), from Port Chalmers (June 15th) ; Queen of the Bay, from Timaru (30th May); Helen, from Hobart (May 16th).

News has been received here that the steamship Sorrento, while outward bound for Adelaide, sprang a leak, and was compelled to overthrow a large amount of cargo overboard. Eclgar Vincent, who was* offered the post of Financial Adviser to the Khedive, has accepted the position.

A rumor is current here that the Chinese Ambassador, Marquis Tsing> has assumed an unyielding position in his negotiation with the French Government for the cessation of hostilities in Tonquin, and evinces no desire to arrive at an amicable settlement of the difficulty. The French Press strongly denounces the arrogance and pretension of the Celestial Government, and urges further reinforcement of the French forces in Tonquin, and the prosecution of the war with full vigor.

A public meeting, attended by upwards of fifty thousand persons, was held at Newcastle on Saturday, at which resolutions were carried advocating the assimilation of the country and borough franchise.

At a meeting of Mr Parnell’s supporters at Fallon, County of Carlow, speeches were made favoring an amendment being made in the Land Act. A section of the Press is urging that steps should be taken towards the repression of the National Land League. A serious explosion occurred to-day at the rocket factory, Woolwich, Hundreds of rockets were discharged in all directions, many Hying into the streets and causing great havoc to houses and other property. Two persons died from injuries received by the explosion. Sept. 25.

The explosions at the rocket factory, Woolwich, continued without intermission for upwards of an hour. Some rockets travelled for miles, but in the majority of cases little or no damage was done by them. It is believed that the explosion at the factory was accidental.

A telegram which has been received from Zanzibar reports that fighting has taken place between the Hovas and the French troops in Madagascar. The former made an attack in force on the position occupied by the French on the west (sic) coast of the island, and after stubborn fighting, lasting several hours, the French were driven from their position with considerable loss,

The official enquiry into the sinkiiig of the steamer Austral in Sydney Harbor has commenced, and evidence pertaining to the structure of the vessel has been taken. The defence of the officers will be that the ship was un stable.

The ship Loch Fyne, which left Lyt teltou for London on May the 14th, has not yet arrived at her destination, and fears are entertained for her safety, Capetown, Sept. 24. 1
