ENGLISH AND FOREIGN London, July 16.

In consequence ol the state of affairs in Madagascar, H.H.S. Euryalns, ol 16 guns, 4140 tons, the flagship of Admiral Sir William Hewitt on the East Indian station, and H.M.S. Tourmaline, of 12 guns, 2120 tons, now on particular service, have been ordered to proceed forthwith to Mauritius.

July 17. The death is announced of General Tom Thumb (Charles Warren). The Sultan claims the right to be consulted in connection with the construction of the second canal. Baron de Lesseps states that if England declines to proceed with the construction ho will carry out the work himself. Henry M. Stanley, the explorer, has concluded an alliance with the nativein the Congo country, and has succeeded in checkmating M. De Brazza, the French explorer, who is also on an expedition in that country. The Egyptian troops will evacuate Cairo and proceed to Heloman, ' A general strike among the tel e graph operators in America is impend ing, and serious inconvenience with telegraphic communications is feared. The French troops have looted and destroyed by fire the native quarter oft the town of Taraatave.

In the Chamber of Deputies to-day, M. Challemel Lacour, Minister for Foreign Affairs, stated, in reply to a question regarding the Anglo French difficulty at Tamatave, that the French Government would act with justice, and make due reparation if it was found the commander ot the French squadron in Madagascan waters had committed an error in dealing with the British autho rities at lamatave.
