ENGLISH AND FOREIGN. London, June 6. It is announced that the Earl of Roseberry has resigned the UnderSecretaryship of State for the Home Department, in compliance with the wish of the Cabinet that thp post should be held by a member of the House ot Commons. Mr J, T. Hibbert, M.P. for Oldham, who now occupies the position ot Political Secretary to the Horae office, has been appointed to succeed Earl Roseberry, The balance of the unallotted j shares of the Wellington and Manawatu Railway Company were placed in the market to-day, and were fully covered. It is announced that Sir E. Malet, late Diplomatic Agent and ConsulGeneral in Egypt, has been appointed to succeed Sir John Saville Lumley as British Minister, at Brussels. The Moscow Telegraph has been suppressed in consequence of its advocacy of Liberal measures, It is reported that the Dublin police are conducting an enquiry into some case in which the Invincible Society have been endeavoring to poisen persons obnoxious to them, Tynan, the alleged * Number One,’ is said to be implicated in the attempts. The smallest of the two gunboats ordered by the Government of Victoria was launced to-day on the Elsewick in the presence of Colonel Scratchley, Mr T. Archer, Agent-General for Queensland, Mr Cashel Hoey, and a large number of other visitors were also pre sent. Lady Armstrong performed the christening ceremony, naming the boat the Melbourne. The Catholic hierarchy in America are urging their flocks to disavow all connection with the Irish Land League. The German Press reproach Prince Bismarck with having absolutely surrendered himself to the influence of the Vatican. A train conveying the Australian passengers from London per Potosi, left the rails, and all the passengers were badly shaken. June 7. Her Majesty the Queen, who has been residing at Balmoral for the past fortnight, has much improved in health during her residence in the Highlands.

The French Government has ordered one of the Algerian native regiments to proceed to Tonqnin, to reinforce the expedition now operating against the Anamese. It has transpired that the Chinese Government has intimated that it will be forced to assume a hostile attitude, unless France seeks to become in Accord with the Government of Anam.
Berlin, June 5
A Ministerial Bill has been introduced ia the Lower House of Parliament, to provide for the aboliti m of the May laws, so .far as they authorise the infliction of penalties.
St, Petersburg, June, 5.
The Journal de St Petersburg in its issue to-day, publishes an article hinting that additional constitutional liberties will be granted to the Russian people if they confide in the Cznr and not endeavor to coerce him. ■

It has transpired that the JSultan has re-called the Turkish agent in Egypt, and it is understood that no successor will be appointed to fill that position.
Cairo. June 6
The first elections for the Egyptian National Assembly have been fixed for the end of the present month. Moscow, June 6.
The Czar will return to the Imperial residence at Peterlu.ff on Saturday next, the 9th inst.

Melbourne, June 6. Mr James Francis is now slightly better.
A depution of several Presbyterian Ministers and Members of Parliament waited upon Mr James Service to-day to urge the importance of the colonies uniting to move the Imperial Government to annex the New Hebrides, Solomon Islands, New Britain, or to establish a protectorate over the
group. The Premier, m replying, stated he believed that it was England’s special mission to civilise and elevate the dark races, and promised that he would consult his colleagues on the matter and take steps to further the views of the deputation as far as possible. June 7. The libel action—Hunt v. the Age newspaper, has resulted in a verdict for the plaintiff with damages at one farthing. The libel complained of was contained in the Age of the 11th of April. Perth (W.A), June 6, Mr Napier Brooms, 0.M.G., the new -Governor, arrived here yesterday, and was most cordially received.
