ENGLISH AND FOREIGN. London, May 20, It is intended to send Kavanagh, James Smith, O’Hanlon, and' Peter Carey, the approvers of the Phoenix Park murder case to Australia. The Da Brazza expedition has been reinforced. The Porte has appointed a commissioner to inaugurate reforms throughout the empire. In consequence of the evidence recently obtained in connection with the inquiry into other crimes, the Irish police have arrested seven men on -a charge of having been concerned in the murder of Mrs Henry J. Smith, who was shot dead near Barbarilla House, County Westmeath, on April 2nd, 1882, while driving home from church in company of Mr Barlow Smythe, her brother-in-law, and Lady Henrietta Monck. The actual murderers were at the time reported to be three men, and they fired point blank at the carriage. It was believed that the death of Mr Barlow Smythe wa? aimed at. Several arrests were made at the time, but no conclusive evidence was obtainable. The Czar and Czarina have proceeded trom Gatschina to Moscow, and reached Petroffsky Palace safely. They were received with great enthusiasm. May 21. Sir William Chambers, the publisher of Edinburgh, who received a baronetcy only a few days ago, is dead. Information is to hand from Cape, that Cetewayo has suffered another defeat at the hands of the Zulu chief 01mm. The capital sentence passed on Patrick Delaney, who confessed to complicity in the Phoenix Park murders, has been commuted to penal servitude for life, Jefferson Davis is seriously ill, and his condition is considered sciious. Mr Bradlaugh is organising a monster meeting to he held in Trafnlj «F Square on August Gib. Tynan, who is now in this city, and who is alleged to be implicated in the Phumix Park and other murders committed by the Dublin “ Inner circle,” has offered to surrender himself, if inquired, to the British, authorities. Washington, May 21. Mr Creighton, who is agent for the New Zealand Government, has been negotiating for a renewal of the Pacific mail service, and has completed arrangements with the United States Government for a continuation of the service, and has expressed himself confident that the New Zealand Government will ratify his action.

A special meeting of Parliament which uow stands prorogued until the 12th June, has been called for the 29th inst., to deal with the difficulty which has arisen owing to the decision of the Supreme Court that steam motors for city tramways are illegal. The Government have decided not to stop running sham tramways ponding Parliamentary action in the matter, A Bill has been prepared to legalise the use of steam motors.
News has been received here that n destructive hurricane and earthquake occurred at Samoa on March 24th (sic). Many vessds were and two deaths resulted from drowning. Adelaide, May 21. Joseph Thompson, a well known bookmaker, was removed from the racing enclosure here on Saturday for having failed to pay necessary fees. He is threatened with an action tor their recovery; Melbourne, May 21. The Government has decided to sell one of the new gunboats which was ordered by Sir Bryan O’Loughlen. Ihe ■vessel was offered to tiie New South Wales Government, but they declined to purchase it.
