THE PROPOSED BOROUGH COUNCIL.

TO XHB EDITOB. Sib, —There to be be some idea that the proposed Borough for Temuka is against the wishes or interests of the rest of the Road Board District, »nd, strange to say, the Chairman of the Board seems to be one exponent of this ▼lew. But, surely there can be no doubt in the matter. Temuka has now attained to such a size as to make it extremely inconvenient that it should be longer under the control of a Road Board. The advantages to the town itself were enforced at the meeting recently held, and need not be repeated here. In the other aspect, I would point out that the needs of a country district and those of a town are of different natures. The taxes paid bv the agricultural and pastoral commu- 1 ' nity are for the specific puspuse of opening and maintaining lines of communication, without which there could bo no settlement, no taxes, and no towns. It is obvious that any Board elected (under an Act, too, lor that purpose) to make and manage roads would, if undertaking such entirely extraneous matters as town drainage, domestic water supply, pavements. streets and such works, call in question its reasons of existence. What has grain to do with house drainage 1 or sheep and cattle with ashplialt pavements? Nay. rather let the cobbler stick to his last. Road Boards for the country, Boroughs for towns. I can only attribute the opposition of the esteemed Chairman of the Board to the proposed Council to an indistinct idea that it is implied a reflection on the Board. But lam sure, as a rate payer, that such is not the case with either town or country residents. Our Board on the whole has done remarkably well (witness the condition of the district), and is entitled to the (hanks of the community. The time, however, has come when Temuka should no longer •creep’ but ‘gang’. No harm can be done by the proposed forward step, and much good may result to the whole district from the fact being known that it is iufficiently advanced to boast a Borough. —Yours, eta, Rustious. March 24th 1883.
