ENGLISH AND FOREIGN. London, March 5.
Iu the House of Commons to-day Mr Gladstone, replying to a question, stated that it was not possible to fix until after the Easter recess the date upon which an Affirmation in Lieu of Oaths Bill could commence.
Dr Thornton, Bishop of Ballarat, sppaking at the Mansion House to-day made an urgent appeal to the English public for support to carry on work in h:s diocese.
March 6.
A severe gale, accompanied by a heavy fall of snow, has been experienced over the greater part of England. Much damage has been caused on land by wind and snow drifts, and many disasters at sea are reported, owing to the severity of the gale which raged along the coast. It is reported that Sir John Henry Lefrov will assume the Governorship of Ceylon for a year, pending the arrival of Sir Arthur Gordon.
Intelligence is to hand from Paris that there is every reason to believe that Byrne, who was recently arrested under an extradition warrant, charged with complicity in Irish conspiracies, will at once brf released by the French authorities.
Tenders for the balance (£3,400,000) of the Victorian four million loan were opened to-day. The total amount offered was found to be £8,990,000. Tenders at £IOO 2s will receive twenty per cent; tenders above that amount will receive allotment in full.
In reply to a question put to him in the House of Commons to-day, Mr Gladstone stated that the British troops will be withdrawn from Egypt when the purposes for which they were sent there are achieved. He added that it is not possible at the present time to fix a date for their withdrawal.

In the House of Commons to-day a Bill forbidding the use of pigeons at shooting matches was read a second time.
The French Chambers have indefinitely postponed the proposal of reorganising the constitution of tha Senate.
The House of Lords has re-appointed the Irish Land Committee.
James Carey, who was arrested on the charge of being concerned in the Phoenix Park murders, has been expelled from the Dublin Council.
Mr Gladstone has stated that England has no power to protect thb Natives against the attacks by the Botrs, except by moral suasion. Tha official resident in Transvaal will be withdrawn nfixtyear. March 8. Schllendorf has succeeded Rameke in the Prussian Ministry. The Standard says that Byrne is accused of complicity in the attempts to murder Judge Lawson and Field, on the evidence of Councillor Carey's brother. Green, the historian, is dead.

Melbourne, March 7
In the Legislative Assembly last night, the debate on the Address in Reply to the Governor's Speech and Mr Service's amendment thereto was resumed. The principal speakers were Messrs Young and Bent and the leaders of the Conservative party. The principal Liberals abstained from discussion. Finally Mr Service's amendment setting forth that the Ministry do not possess the confidence of the House, was carried without a division, and the House then adjourned. It is expected that the Ministry will resign to-day. Later.
Sir Bryan O'Loghlen tendered to the Governor the resigpation of himself and his colleagues. His Excellency has since charged Mr Service with the formation of a new Ministry, March 8.
An official telegram from London, dated March 6th, announces that the total tenders for the Victorian loan of £3,400,000 amounted to £8,990,000. Tenders at 100£ and upwards will receive in full. Tenders at 2s premium will receive 2 per cent of the allotment.
The tenders averaged 3s 66 premium. Two tenders alone were for a million each. There were in all 510 tenders. Government were obliged to give a pledge that the limit of the July loan should be two millions.

Brisbane, March 7
The Queensland Government have forwarded a despalch to Earl Derby, the Secretary of State for the Colonies, urging the desirability of the annexation of New Guinea by Great Britain, and undertaking to accept the responsibility connected with the government of that island, and the maintenance of order.
