ENGLISH AND FOREIGN. London, Feb. 15. Parliament was opened to-day by Royal Commission. The forecast of the Queen’s speech, as previously telegraphed, was confirmed by the Speech as delivered. The Speech, however, also states that the withdrawal of the British forces from Egyptian territory is proceeding as expeditiously as the dictates of prudence will admit. In reference to Ireland, the Speech acknowledges that the machinations of secret societies in that country demand unremitting energy and vigilance on the part of the Executive, Reference is also made to the proposed measure providing for the compensation of tenants in England and Scotland for improvements made upon the leasehold land.

The low prices realised by the cargo of frozen moat ex Orient are declared to bo due to the fact tint the meat was badly butchered, and hence is less attractive than the New Zealand meat ex Sorrento. Feb. 1(5, In the House of Commons yesterday, the debate on the Speech from the Throne was adjourned, Harrington, Secretary of the Irish National League, has been arrested under a warrant and imprisoned. News has been received here of a serious affray at Ibo Island, off the Mozambique coast, between the natives and French labor agents. The former forcibly resisted an attempt to ship a cargo of laborers to the neighboring French colonies, and firearms Avere used on both sides, many being killed and wounded. The total quantity of wheat afloat for Great Britain is 2,000,000 quarters. The Mouse of Lords have agreed to the address in reply to the Speech from the Throne. Sir Wilfred Lawson, in the House of Commons',"moved an amendment censuring the occupation of Egypt by an armed force. In reply, the Marquis of llAldington, Secretary for War, mentioned that the troops would probably be retained for six months, and excepting France, all the Powers have approved of and recognised Earl Dufferin’s scheme for the control of Egypt.

Among the number of supporters of Mr Bvadlaugb, is Mr Ashraeacl Bartlett, the Conservative member for Eye. The Ohio river has risen 6ft 7iu, and has flooded the town of Cincinnatti. All traffic has been completely suspended, and the inhabitants are compelled to take boats to get through the principal streets. Railway communication is also interrupted, and all the fastorics have been closed, Floods have also been felt very severely in Kentucky and Indiana. The Mississippi is rising, and is threatening danger.

Brady, one of the men in custody for the Phoenix Park murders, has been identified as the man who stabbed Bourke.

The debate on the Speech from the Throne was continued in the House of Commons to-day. The Radical and Tory leaders are severely critising the Egyptian policy of the Government. The Tories displayed obstructive tactics during the sitting, and prevented the introduction of an affirmation Bill. The debate is adjourned until Monday.

The trial of the Phoenix Park murder case was continued at Dublin to-day, James Carey, one of the prisoners, turned informer, and was examined at length. In the course of his evidence he stated that he believed the murder fund was formed from money collected by the Land League, and appropriated for the purpose. He also stated that all the prisoners except two wen; members of the Assassins Committee, and gave evidence fully confirming the existence of an inner circle of assassins. Carey admitted that he suggested the use of knives for committing the Phoenix Park numlei, that he gave signals to seven prisonero engaged in the murder, and that he announced the approach of the victims. lie averred that the chief actor in the murder was the prisoner Brady. Hs affirms, however, that the operations of the Assassins Committee

were directed by a mysterious personage with whose name he was unacquainted and who was known as ‘No. I.’ The revelations are felt keenly throughout the country.

Paris, Feb. 15

The Bonapartist Bill, as amended in the Senate, was under consideration in the Chamber of Deputies, when the amendment providing for the banishment of the dynastic Princes found gudty of attempts to subvert the Republic was considered. The Chamber refused to accept the amendment of the Senate, and substituted a clause providing for their banishment without trial, thus confirming the compromise agreed upon on the Ist hist. New York, Feb. 17.

Seventy persons have been buried in a colliery in Illinois State, owing to the falling in of a portion of the roof of the workings. It has not yet been ascertained whether any of the miners have been killed. Great efforts are being made to release the imprisoned men.

New Zealand wheat has advanced to Is 2d per bushel ; New Zealand oats have further declined to 2s -Id ; maize, Is Id per bushel. Melbourne, Feb. 17. Will Wright, who was a former associate of the Kellys, has been sentenced to six years’ penal servitude for horse-stealing at Becchworth.

The Melbourne Cricket Club have elected the gentlemen in the Hon, Ivo Bligh’s team to the membership of the Club for life.
