ENGLISH AND FOREIGN. London, Feb. 14. The Times, in its issue this morning, announces the deathof Cardinal McCabe, Archbishop of Dublin. It is reported that Brady and Kelly, two of the men arrested, were the actual assassins of Mr Bourke and Lord Frederick Cavendish. In consequence of the intense excitement caused by the arrest of the prisoners, the guard has been increased, and 700 constables have been enrolled to preserve order. Later. The report contained in the Times this morning regarding the death' of Archbishop McCabe is authoritatively denied. Prince Jerome. Bonaparte left here to-day for Paris. The Homeward mail via Suez and Brindisi, dated Melbourne, January 4tb, were delivered here to-day. Feb. 15. The Speech from the Throne, to be delivered at the opening of Parliament to-morrow, will refer to the great efforts which have been made to secure the establishment and maintenance in Egypt of self-government, together with the safety of the Suez Canal, and at the same time to observe the obligations due to Europe. The approval of the Great Powers, and the agreement of the Sultan are confidently anticipated to the policy which has been pursued. The Speech will express strong hopes that the labors of the Dauubian Commission will result in a satisfactory settlement of the question at issue, and that good results will follow the reinstatement of King Cetewayo in Zululand. The following Measures will be announced as proposed work for the ensuing session ;—Bills for the condification of the criminal law and for regulating proceedings in Courts criminal appeal, for amending Acts relating to bribery at elections and the Ballot Act. Other proposed measures deal with the local government of the municipality of London, floods, and the bankruptcy and patent laws. In reference to Ireland the Speech will state that considerable improvement has been manifest in the condition of that country, despite the efforts of secret societies to set the law and order at defiance.

The ship Oxford, for New Zealand with passengers, was dismasted in the Bay of Biscay and had her decks swept. She was towed back to Cardiff. The passengers are all safe, and behaved bravely. H.M.S. Iris has been floated off.

Sir Arthur Gordon will probably be appointed Governor of Ceylon. The prospectus of a new Australian Loan Company, with a capital of one million, and Mr Brett as manager, has been issued.

The Committee of the Chamber of Deputies has rejected the proposed compromise on the Dynastic Bill, and advises the Chamber to insist on expulsion. The merchants of Paris have requested President Grevy to adopt measures to terminate the existing crisis. Paris, Feb. 18. The French Ministry resigned office to-day, Feb. 14. A French cruiser has been despatched to Madagascar in view of the possible danger to the interests and subjects of the Republic in that Island. New York, Feb. 13. Accounts of continued floods are again to hand from numerous places in the Northern and Central States. At Cincinnati, Ohio, the flood has undermined the railway station, and it tell to-day, submerging fully a, hundred persons. At Louisville, Kentucky, owing to the bursting of a dam, 30 persons have been drowned and a thousand rendered homeless. An immense amount of property has been destroyed recently by heavy rains and floods. Berlin, Feb. 13. The death is announced of Richard Wagner, the musician and poet, aged 70.
