ENGLISH AND FORETGN. London, Feb. 7. Earl Spencer, the Viceroy oHreland, returned to-day to Dubliu.
The Danubian Commission met today, but owing to the absence of Musurus Pasha, the Turkish Ambassador, the meeting was adjourned. The Sorrento's cargo of frozen meat, consisting of 5838 carcases ot mution, arrived in a splendid condition. A depution of the Free Church of Scotland waited upon Earl Derby, the Secretary of State for the Colonies, in reference to the New Hebrides, and (lie Polynesian labor question. In reply to the various speakers, Earl Derby repudiated the idea that England intended to annex die New Hebrides, and expressed a hope that an agreement would be come to with France by which the independence of the natives of the group would be duly respected. He further promised to endeavor to regulate the labor Irafiic in Polynesia, and, if necessary, to stop it altogether.

A terrific gale has been experienced on the English coast, and numerous wrecks, accompanied by loss of life, are reported. Intelligence is to hand that the steamer Kenmuiv Castle, owned by Skinner and Co., and trading between Antwerp and Odessa, foundered in a heavy gale in the Bay of Biscay, and 32 persons have been drowned, It has transpired that the Lord Mayor refused to organise the Irish relief fund, owing to the manlier in which the City Corporation was abused by certain speakers at a meeting held in London on the 30th inst. to discuss the question of Irish relief.
The markets for colonial breadstuffs and tallow are without quotable change. Hides, heavy weights, have declined £d. The market for wool is quiet. The arrivals to date for the next series of colonial wool auctions, commencing on the 20th inst., amount to 150,000 bales. Feb. 9,
The first portion of the cargo ot frozen mutton ex Sorrento has been sold, and realised an average of 7|d per ib. The trial of the prisoner Bowling for the murder of Detective Cox, m November last, concluded to-day. The jury found the prisoner guilty, and the Judge passed a sentence of penal servitude for life upon him. Mr Ashton W. Dilke, jnr., the Liberal member for Newcastle-upon-Tyne, has resigned his seat in the House of Commons. The American Socialists ore conferring with a view to being present at the Czar's coronation in May next. Feb, 11.
The trial of the Phoenix Park murderers was continued at Dublin. Kavanagh, the car driver, who was arrested by the police, has turned informer, and, in the course of his examination, gave conclusive evidence regarding the assassination of Lord Frederick Cavendish and Mr Bourke, He described in detail the manner in which the crime was perpetrated by the prisoners Carey, Delaney, Kelly, apd Brady. Kavanagh also admits that he drove the car used by the assassins of Field. The case has been adjourned to Thursday next, the 15th inst. The trial of the Editor of the United Ireland, who was arrested on December 25th, when the newspaper was confiscated by the police on aeconnt of the publication of seditious articles, was brought to a conclusion to-day. The jury were, however, unable to agree, and a new trial has been ordered. Mr Gladstone who expected to return here to-day from Cannes is still at that place, and his return has been postponed indefinitely. Sir f'tafford Nortlicote arrived heve yesterday from a cruise in the Mediterranean . Cardinal McCabe, the Roman Catholic Archbishop of Dublin, is. seriously ill, and his condition is stated to be critical by his medical attendants. St. Petersburg, Feb. 10. A serious outbreak of Nihilism has occurred in the army which is now occupying the Caucasus. Recent telegrams state that several officers hare been placed under arrest. Pauh, Feb. D. Brisbane, Feb. 9. On her last voyage to this port the steamship Corea was caught in a severe gale. Her decks were swept and three seamen drowned. Adelaide, Feb. 10.
