* For some time past,’ The Times remarks ‘the Russian Admiralty has been considering a project for increasing the fleet of the Baltic by the addition principally of light cruisers ; and for constructing a strong ironclad fleet in the Black Sea. The following programme for 1883 has now been drawn up:—lnal), nine war vessels are to be built—Seven for the Baltic, and two for the Black Sea. For 'the Baltic, a-e to be built two ironclads at the Baltic works, estimated to cost *,800,000, roubl s ; on» crosier at theMevasky works, to co-t about 400 GOO roubles; two cruisers at. the Baltic and Nevasky works, to cost 800,000 roubles, and two gunboats at ether yards in St. Petersburgh, to cost 415,000 roubles. For the Black Sea two ironclads are to he built —one at Sebastopol, by the Russian Society of Navigation And Commerce, and the other at Nicolievsk, at a very heavy ojsi ; the total for all the nine vessels being 7,169,643 roubles. The real cost will, of course, far exceed this sum. Measures ere also on foot for considerably strengthening the forts at Cronstadt, in consequence of the lesson taught by the English bombardment of Alexandria ; and a weell-known military 6 igineer is now being consulted on the subject.’
