ENGLISH AND FOREIGN Paris, Jan. 30
In the Chamber of Deputies last night M. Faillieres, the Premier, was taken suddenly ill while speaking, and compelled to leave the Chamber. The debate which was proceeding was therefore adjourned until Thursday.
A serious disturbance occurred to-day ct Creizot, a town in the Department of Saone-et-Loire, arising out of the riotous conduct of a number ot Italian brawlers, They attacked and stoned the Guards, who were called out to quell the disturbance. Twenty of them were arrested.
General Canipenon has joined the new Ministry as Minister of War, vice General Billot, who resigned with M. Duclerc. Jan. 31. General Carapenon, who was offered the portfolio of War in the new Ministry, has declined to take office, and the vacant seat in the Cabinet has now been allotted to General Thebauden, whose appointment as Minister of War was expected at thetime of the late Ministerial crisis.
The Marquis De Rays has been arrested in this city on a charge of fraud and deception in connection with the New Ireland colonisation expedetions, and has been committed for trial. London, Jan. 31.
At a public meeting last night in London Mr Justin McCarthy took occasion to make a strong appeal lor the relief of the famine in Ireland.
It has transpired that diplomatic communications have passed between the French and English Governments on the subject of Madagascar, and that the French Government has finally intimated that it must decline the proffered British mediation in the settlement of affairs in that country. Feb. 1.
Mr Gladstone returns to London from Cannes on the 10th inst. His health has much improved during the lime he has been absent from Eng.and. The Channel Tunnel Company have now professed their willingness to have the tunnel emerge near the town of Ewell, instead of on the coast near Dover as at first proposed. The Sultan has required the Cairo agent of the Porte to make a special report of Egyptian affairs. Capetoavn, Jan. 31.
intelligence is to hand from Zululand announcing that Cetewayo has been duly reinstated King of the Zulus, The ceremony of the installation was performed at Ulundi by Sir Theophilus Shepstone, in the presence of fully five thousand persons, including the detachment of British troops which recently arrived in Zululand, and remain foi a period of six months for the protection of Cetewayo. The majority of the Zulu chiefs are understood to be discontented with the conditions which are to govern their future position in Zululand.

Melbourne, Jan. 30
The greatest surprise was occasioned to-night when it was announced that Sir Bryan O’Loghlen had advised the Governor to grant a dissolution, and that His Excellency had consented to such a course. An official Gazette confirms the announcement, and states that Ministers presented a memorandum to the Governor representing that future prospects were not encouraging for the transaction of bus iness in the Assembly after the recess. The Gazette announces that Parliament is prorogued till February 15th. The dissolution will take place on Saturday, and the writs for the new elections will he issued on February 9 tb. The nominations arc fixed for the 15th, and the polling ta’'es place on the 22nd. The new Parliament will meet on February 27th. Jan. 31. The Argus to-day declares that Government has strained for dissolution on a sham issue, and under false pretences. It asserts that the real cause of Ministers asking tor a dissolution is certainly that they would have to face a vote of want of confidence after the bungling of the loan, and declaics that it is unlair to lake the country by surprige.
Mr Berry has issued a circular to his supporters, asking them to meet to-day to discuss the political situation. It has transpired that Sir Julius Yogel has offered to undertake the floating of the balance of the loan recently applied for in London. Government, however, declined the offer. Feb. 1. Doctor Medden and Mr James Munro have resigned their seats in Parliament and retire from public life. Mr James Service, who recently returned from Europe has decided to re-enter political life. At a meeting of Mr Berry’s supporters yesterday twenty-live members were present, and it was decided to directly oppose Sir Bryan O’Loghlen with a moderate programme. Brisbane, Feh, 1. Five Frenchmen, who are understood to bo escaped convicts from the New Caledonia penal settlement, and who landed on (lie Coast in an exhausted condition, have been arrested by the police. Adelaide Jan. 31. Two more ingots of gold, which arc alleged to have formed part of the bullion stolen from the steamer Tararua, have been found concealed in the lid of a gunbox which belonged to Hilton, late steward of the Tararua, who recently died here. The ingots are valued at £llOO each. Cue of them bears traces, of an attempt to melt it and to cut it into pieces, confirming the belief that Hilton had accomplices in the supposed robbery. The box in which the ingots were found is the same in which gold was discovered ■ by the police on the 19th inst. It was most ingeniously constructed, but the weight of the lid attracted the notice of the police, and led to the discovery of the remainder of the gold. Hinton died in poverty. Later, The box in which the gold was discovered is bound inside and outside with iron. The lid is convex, with a chamber in the centre, carefully papered over.
