It is officially announced to-day that Mr Wm, McArthur, who was Lord Mayor of London in 1880-81, and Mr Thos, Mcllraith, Premier of Queensland, have been created Knights Commanders of St. Micha&l and St, George. Mr Wm. Clark, of Melbourne, is created a Baronet.
Nov. 19. Admiral Anthony A. Hoskins has been made a K.C.B.
The opposition to the new rules of procedure in the House of Commons is decreasing, and and an early prorogation of Parliament is probable. The evidence of the prisoner who fumed informer in the Joyce murder case is conclusive.
The Colonial Society and the medical section of the British Association are arranging a congress at the Amsterdam Exhibition,
Nov. 20
News lias been received here that both Chambeis of the Bolivian Republic have voted a truce with Chili. In the House of Commons to-day Sir Charles Dilke, Undtr-Secretory for Foreign Affairs, in reply to a question, stated that diplomatic communications were now passing between the English and French Governments regarding the De Bitzzv Treaty under which, France acquires certain territory in Madagascar, Mr G. O- Trevelyan, Chief Secretary for Ireland, tc-day stated, in reply to a question, that Government are of opinion that Unions are quite adequate to cope with the distress now prevailing in Ireland.
Mr C. J. Kennard, Conservative, was to-day elected member of the House of Commons for Salisbury, defeating Mr W. H. Grenfell, the former Liberal member, who, having accepted the position of Groom-mf-the-Chauihers in the Queen’s household, was obliged to seek re-election. Adelaide wheat has advanced to 49s 6d, ex store, and New Zealand from 44s Adelaide flour, ex store, has risen to 345,
The cargo of frozen meat, which arrived by the Cuzco on Saturday, has been found to bo in good condition. Dr Tait, Archbishop of Canterbury, who has been in failing health for some time past, has suffered a relapse, and his condition is now serious.
A semi-official statement from Berlin announces that M. Giers, the Russian Minister for Foreign Affairs, is about to visit Prince Bismarck and the Emperor William. The visit is stated to be for the purpose of cementing the friendship of the two Empires, and has ho special object. Paris, Nov. 18. In the Chamber of Deputies to-day M. Buclerc, the Premier, presented a Bill providing for the ratification of the De Brazzy tx'eaty with Madagascar, under which certain territory in that island is acquired by France.

Brisbane, Nov. 20
A serious anti-Coolie riot has occurred at Bundaberg. The ringleader of the disturbance has, however, been arrested, and the natives (Cingalese) have since gone to work.
Melbourne, Nov. 20
The Argus to-day, in an article referring to the report that Sir William Jervois will succeed Sir Arthur Gordon, strongly urges the expediency of appointing Sir William Jervois to Victoria instead of New Zealand. The associated Banks have fixed the rate of discount as follows ;—For bills at three months, 7 per cent ; four months, 8 per cent ; above four months, 8 per cent ; interest on deposits for twelve months, 54- per cent. Nov. 21. The heavy rains that are falling have reduced the value of seeding grains, and crops in the-early districts, where cut, arc suffering from excessive wet, while rain is bemditting the late districts. The Marine Board of Enquiry which on the 14th inst. found that the captain of the immigrant ship Northampton was to blame for the grounding of the vessel on a reef at Point Hacking, but deferred dealing with his certificate for a week, gave their decision yesterday, and directed that the captain’s certificate should be suspended for a period (fume months.
The inquest on the bodies recovered from the Austral was concluded to-day. The verdict of the jury stated that the captain, mate, chief engineer, and carpenter had committed a grave error of judgment in failing to take proper precautions for the safety of the vessel.
Tin; New South Wales Parliament was formally prorogued to-day.
The Australian cricketers were accorded a banquet to-night in honor of their return from England. A large number of citizens were present, and much enthusiasm prevailed.
