ENGLISH AND FOREIGN. London, Ocfc. 28. The total quantity of wheat afloat for Great Britain is 1,840,000 quarters. Sir Garnet Wolseley arrived in London to day. Further heavy rains have fallen over England, and fresh floods have been caused. The Thames valley is now inundated, and serious destruction of property has resulted, An amendment to the cloture proposals have been moved by Mr Gibson in the House of Commons, demanding that a two-thirds majority should be required to adopt the cloture. The amend-
ment will test the feeling of the House on the whole question, and the division on Mr Gibson’s motion is fixed for Thursday next. Oct. 30. Heavy gales have been experienced over Great Britain, and numerous shipping disasters have occurred on the coast. Vienna, Oct, 28. Very heavy storms of rain have been experienced in South-east Austria, and alarming floods have resulted in the Tyrol and the Province of Carinthia. Paris, Oct. 30. An epidemic of typhoid fever has been raging here for some time past. The number of deaths is now fully 200 weekly.

Sydney, Oct. 30.
The death is announced to-day of the Hon Sir Wm McArthur, M.L.C., of New South Wales, aged 82 ; and also of Mr Wm Forster, lately AgentGeneral for New South Wales in London, aged 64. The steamship Wouiora was insured fo r£7ooo in the Australian~^AlUancb 3&> Company. There was only one survivor from the wreck. Melbourne, Oct. 30An exciting scene eccurred yesterday in Hobson’s Bay, on board the Norwegian barque Thor, of 1100 tons, about to sail for Malden Island. Five deserters had been brought on board as the vessel was on the point of leaving, when they all jumped overboard. One narrowly escaped being drowned before he was secured. The water police ultimately captured the others and took them on board again, whereupon the whole of the rest of the crew refused to work. The vessel is therefore still detained.
