ENGLISH AND FOREIGN. London Aug. 7. In the House of Commons yesterday, the Bight Hon. W. E. Gladstone announced with reference to the Arrears of Rents in Ireland Bill, that the Government proposed to reject the amendment made to the Bill in the House of Lordi, by which it was required that landlords and tenants should join in making applications to Courts. The Premier, however, further •nnounced that the Gorernment were willing to modify some of the other clauses of the Bill in order to meet the views of the Upper House. Aug. 8. In the House of Commons today the Arrears of Rents in Ireland Bill was again under consideration, and the amendments proposed in the House of Lords were discussed at length. Various new clauses were proposed by the Preuiiir, and all were adopted by a substantial majority. It is believed that the Upper House will consent to accept the Bill in its present form. There are indications of the Marquis of Salisbury being inclined to agree to some compromise in regard to the Irish Arrears Bill. Considerable alarm is expressed in British Columbia at the large influx of -- Chinese taking place there. The Homeward mails per Liguria (from Melbourne June 16th) were delivered here, via Naples, yesterday, Aug. 9. •Walsh, the Irishmen who was arrested last in connection with the seizure of arms at Clerkenwell, and who was brought to trial on a charge of high treason, has been found guilty, •nd sentenced to seven years' penal servitude. A steamboat carrying twenty-four passengers has exploded in Kentucky. Complaints are made in the English newspapers as to the French disregard of British protests against the French interference at Raiatea in the Pacific. Mr Gladstone, in n moderate speech on the Irish Arrears of Rent Bill, proposed that either party should be entitled to invoke settlement under the Act on each giving ten days' notice thereof to the other side. The tenant right clause was passed with but slight modifications. The Irish Constabulary have suspended agition pending the Government's reply to their memorial. M. Tncoupis maintains that Arta, which was occupied by the Greek troops, is within the territory ceded to Greece. The Greek Government have entered into contracts for building several men-of-war. 7.6 p.m. The Emperors of Germany and Austria met at Ebeusee on the Bth inst., as arranged, but subsequently proceeded to Ischl.
—♦ AUSTRALIAN CABLE. Melbourne, Aug. 10. It is now definitely known that ths Government do not intend to hasten the issue of the proposed four million loan., If money is spent before Jmuary next bill's will be drawn on London for any sums that may be required. Sydney, Aug. 10. A woman ntmed Elizabeth Smith, residing in Leonard street, murdered her husband today by striking him on the head with a hammer and then committed suicide by hanging herself. The cause of the crime is unknown.
