HOUSE OF REPRESENTATIVES, Mr Fulton brought up >ud read the following report by the Waste Lands Committee on the Deferred Payment Settlers Relief Bill:—" The Committee have given careful consideration to this B ill and taken valuable evidence bearing on the subject. Interpreting, however, the desire of the House as expressed by its resolution- of 31st July' that questions of public policy relating to the waste lands of the Crown should not stnad referred to this Committee, and finding that this Bill is of tbj»t character, they beg to report the Bill tov the House without recommendation."
Sir George Grey moved that the Bill be committed on the 17th inst. Mr Rolleston moved that the Bill be referred back to the Committe.
Sir George Grey said that if. that course was adopted they would hear : no more of it this session. The motion that the Bill be committed on the 17th was carried.
Mr Seddon moved, as an addition, that it be an instruction to the Committee to report upon the Deferred Payment Settlers, Pastoral Lands Occupation, and Elective Land Board Bills within seven days. Sir George Grey seconded the motion.
Mr Rolleston suggested as an addition to the motion that the Lanl Amendment Bill be included among the Bills to be reported on. : ' '
Mr Barron complained of the weak and irregular way in which Government conducted the business. >;
Major Atkinson said this was due to the disjointed state of the Opposition. ''' Mr Montgomery accused the Treasurer of discourtesy to the Opposition. The conduct of Government was most irregular. They had kept their seats by proposing loans whon they w«re afraid of taxation.
The motion was carried with Mr Eolleston's addition to it.
The Loan Bills were brought dowa., Mr Montgomery said that -while agreeing to the Loan Bills being brought in, it was not to be understood that he was in any way committed to their principtas. r _ The Hon Major Atkinson acquiesced in that proposition, adding that the fullest opportunity for discussion would fee given on the motion for going into Committee of Supply, prior to * the' s second reading of the BUIO being taken.' Captain McKenzie did not feel disposed to give bis consent to the borrowing of £4,000,000 until he knew how it was to be spent, and was likewise assured that it would be speat in the true interests of the colony.
The Supreme Court Bill was read * second time. After some other Bills of minor im- ' portance were dealt with, the House divided on the question of going into Committee on the Licensing Bill, with the result that Ayes were 51, »nd Noel, 25. ri
In Committee Clause 2, giving the power to local bodies of electing Lictn- r sing Committees was struck out on the motion of Mr Sutton.
