The appointment of M. de Giers as Russian Minister of Foreign Affairs has been the cause of much rejoicing. The policy of M. de Giers, it is confidently expected, will lend to the establishment of greater harmony in the diplomatic relations of Germany and Russia than exists at the present time.

The state of siege which was declared in the province of Oatalona on the 31st uit., on account of (he taxation riots, has now been raised.
Cairo, April 11
A plot to murder Arabi Pasha has been discovered, and several Circassian officers of the Egyptian army hare been arrested, [lon ct Kong, April 13. A rumor is current here today that the United States screw frigate Richmond, of 14 guns, has been totally lost, with her crew of GOO officers and men.' The report, however, requires confirmation.

Malting barley is unchanged at 4s 4d to 4s Cd ; the market is quiet. Wiieat for shipping is decidedly firm at 5s 7d. New Zealand feeding oats have advanced to ,3s lOd to 4s, milling sorts to 4s Id to 4s 3d ; the market is very firm.

Two somewhat sudden deaths oc-r curred this morning. Win. Hulmes (late chief clerk of the Crown Lands Office, Wellington, where he has a wife and two children), who was temporarily filling Captain Wray's office, was seized with an attack of inflammation yesterday and expired this morning. . Peter Larsen, a married man with a family, al/o died about the same time from a similar cause.
Nelson, April 13
A man named Joseph Coles attempted to commit suicide by cutting his throat. Mr Fletcher, there being no medical man at Collingwood, sewed up the man’s throat. Coles’ mind is affected.
A man n&mcct M. B. Macdonald, who recently served three months at Bicton for passing valueless cheques, was charged yesterday with two similar offences committed here, and was sentenced, in each case, to three months hard labor, the sentences to be cumulative .
