ENGLISH AND FOREIGN. London, Feb. 21. The Times today publishes a telegram stating that Sir Henry Parkes is already convinced that a reduction of the United States' tariff on wool is at present impossible, but that he is hopeful that the American Government may be induced to contribute towards the Australian mail subsidy, though the proposal has, up to the present time, met with strong opposition. In the House of Commons today a motion was introduced by Mr Labouchere in favor of the seat, to which Mr Bradlaugh was elected for Northampton, being declared vacant. A debate ensued, and the motion was finally rejected. i Shortly afterwards Mr Bradlaugh entered the house, walked to the table, and in the temporary absence of the Cleik, swore the customary oath. The Speaker at once ordered him to withdraw, and Mr Bradlaugh obeyed,- but subsequently he returnedand claimed his right to take his seat. Lord Randolph Churchill thereupon moved that a new writ should be issued for Northampton. The debate on the motion was adjourned till tomorrow. In the House of Commons this evening, Mr Gladstone made a speech regarding the case of Mr Bradlaugh. The Premier stated he the conduct of that gentleman was scandalous, and he declined to lead the House In the action which should be taken egarded Mr Bradlaugh. Several ibordtive motions followed, and in the pui|e of the discussion, Mr Bradlaugh |nte|t'ed the Chamber, and was ordered the Speaker to withdraw, and did so.
