ENGLISH AND FOREIGN. London, Jan. 1 . It;has transpired that in the course of negotiations regarding th proposed new commercial treaty, between England and France, M. Gambetta finally offered certain abatements on the duties, proposed to be levied on British woollens and cottons. The reductions were, however, deemed by the English delegates to be inadequate, and it is now generally beli'eyed that it is hopeless to look for an agreement being arrived at between England and France. The cargo of frozen meat brought by the steamer Europa, which left Melbourne on October 31st, was ex'amiried to-day, and found to . be in excellent condition, the refrigerating apparatus having worked well during the whole voyage. The foundation stone of new st, Mary’s C.iurch was laid on Sunday by Bishop Redwood, assisted by' the Revs. Fathers Garin, O’Malley and Mahoney. There was a very large concourse of people present. A suitable address was presented to His Lordship, reference being made therein to the fact (hat the stone would occupy the spot on which the Bishop determined in his own mind to become a priest. A silver trowel, suitably inscribed, was also presented to His Lordship.
