ENGLISH: AND FOREIGN. London, Dec. 3. 'lt is officially announced that the appointment of M. W. J. Sendall as Lieutenant-Governor of Natal, has been cancelled by the Government, who thus acede to the wishes of the Natal colonists.. It, is further announced that in providing a successor to Sir Evelyn Vood the Government will appoint a full Governor, of the colony instead of a Lieutenant-Governor as in the past thus still further meeting the view of the colonists »s recently expressed. An official: statement has been pub., lished to the effect that Sir Garnet Wolseley, at present Quartermaster General, will, in April next, succeed General Sir C- H. Ellice as AdjutantGeneral of the Forces. Vienna, Dec. 3. The relations between the Austrian and Roumenian Governments are at present very much strained over the question, of the navigation of the Danube.
