NEW ENGLISH LICENSING BILL.
What purports =to be a summary of a .new Licensing Bill which Has been formed'by the Government has just been circu-' lated. The bill is' said to provide for noless sweeping a change than that of absolute free trade in drink, any person' 'of good character being allowed to open" a public house oo condition of paying a duty of a certain sum in the pound on tha rateable vahie of* the premises, no ccm* pe- sation being given to the proprietors of" , houses-at present licensed. The bill tiler provides that in London publichouses shall not be opened on week days* until seven in the morning, and must close at 11,. and on Sundays will be allowed to open from one to three o'clock as at present, and from seven to ten in theevening, the sale between one and three - being, however,' strictly confined to malt--liquors, to be consumed off the premises. In the provinces, public-houses are to be. open on week days from seven in \ morning till ten at night, and on. Sundays, in the afternoon as at present, and in the j evening from seven till nine.
