Athens, Wov. lb. The Greek Premier made a speech to-day, in the course of which he said that Greece was not ready to enforce her frontier claims. The reorganisation of her army and the mobilisation of fresh troops were proceeding with all possible speed, but were not likely to be completed before March next. London, Nor. 17.
