BRITISH AND FOREIGN. Simla, Aug, 17. Later news from Candahar received by the Government of India state that since the 11th instant Ayoub Khan has actively prosecuted siege operations, which, at that date, had been commenced against the British garrison. Generals Burrows and Primrose have continued strictly on the defensive, and. the city is- being bombarded by Ayoub’s forces, but, so far as at present ascertained, the damage sustained ha-s not been of a very serious character.

The state of Ireland is alarming and distressing. London papers contain lengthy and sensational accounts of disturbances that are taking place in various parts of the conn try. Rioting is general in Northern counties. The tenantry are organising for offensive and defensive operations. They have combined for mutual protection and assistance against the landlords. Prospects of a good harvest have stimulated the people to increased activity in resisting evictions. Inflamatory speeches continue to be delivered throughout the country by excited orators, exhorting the pojpl.) lo light for their rights. Every eviction that occurs is accompanied by acts of violence and frequently rioting. At Dungarvan, County Tyrone, a hob and and sanguinary riot took place. The police fired into a riotous and killed several persons and wounding others. Scenes of disorder and distraction are recorded from many districts in the northern counties.
The new Ameer of Cabul, Abdur Ealunan, Ims gone to Sherpur on an official visit to the British representative. The visit ia regarded as indicative of friendly feeling on the part of the Ameer towards the Bntish.and a desire to conform to their ideas in the Government of Afghanistan. A cablegram from New York states that the United States Government has agreed to waive its opposition to the construction of the Panama Canal. Further, that America will give a guarantee of neutrality. A great fire has occured at St. Petersburg, 20 buildings were destroyed, and others damaged. A telegram from Now York states that a disastrous fire has occurred in California, by which the town of Euiefoi, on the Humboldt Bay, has been almost dest oyed. In consequence of repeated threats and covert acts of violence the police authorities at Cork have established a system of episonage, with detecting offenders. The has proved ineffectual, and in consbitjJraSiwhf the obloquy heaped upon offieiaTs'connected with it, they are becoming discouraged, and hesitate to follow their instructions.
Since the last acts of coercion in Ireland, large purchases of arms are being made in that country, and trouble is expected after harvest, when landlords will claim back rents. The language used at the publio meetings is increasingly aggressive, and speakers ui’go the formation of a union in Ireland, numbering 300,000, and advise the tenants to refuse to pay rents and to harass the landlords.
Serious religious riots hare occurred at Porladown, Downpatrick and Dungarvon, and at the latter town the police fired at a mob, killing one man and wounding six. Whilst mass was being celebrated at a chapel at Gadore, in' Austria, a sudden Hood rushed down, and the water filled the chapel to the height of ten feet, and fifteen persons wore drowned. A burglary has taken place cm the promises of Eldon, jeweller. £20,000 worth of property, incluaing jewellery, and plate, and the great seal presented to George IV. , were stolen.
Tne Queen has refused the use of the Savoy Chapel for the celebration of the marriage of Baroness Burdett-Ooutts. General Stewart’s column, which numbers 30,00 u soldiers and followers, is in the pass of the Judgalart. Country quiet. General Tanner with 700 men is at Kbclat Ghilzai, is well supplied with ammunition and provisions and will be able to keep General Roberts in his operations against the enemy. All vas quiet there on the 12th inst. A telegram published in the “ Daily News ” states that Mahomed Jarkand and others are proceeding to join Ayoub Khan. At Cai>ul the fortifications have been allowed to remain intact. The Government are aware that inflammatory papers had been forwarded from Stamboul and circulated in India with the knowledge of the Porte. London, Aug. 19.
The Afghans under Ayoub Khan are pushing forward to the British trenches. General Primrose has under his command 1243 effective Europeans and 3400 native troops. He has also sufficient supplies and water to last fortyfive days ; General Phayro’s messengers have been unable to enter Caindahar.
Owing to the competition between French and Italian railway companies f ov construction of railways in Tunis, the Consuls of the respective countries have become involved, and an angry feeling has been occasioned, and the French and Italian journals are publisning articles of a recriminatory nature.
