A terrible explosion occurred to-day in Monmouthshire, by which 119 miners met with their death. The Marquis of Hartington, Secretary of State for India, mude a statement in the House of Commons to-day in the course of which he said he was of opinion that England should bear a" substantia 1 portion of the cost of the Afghan war and that the whole burden should not be thrown upon India. A meeting was held to-day at which many members of the House of Commons expressed themselves as being opposed to the Bill for granting compensation to Irish tenants, which has been introduced by the Government. The American wheat harvest prospects is favorable, The House of Commons has adopted the amendment on the Irish Bill introduced by the Premier, Mr Gladstone, for the purpose of not relieving landlords from compensation if they refused the terms offered by tenants without offering some reasonable alternative. The House also agreed to a motion against the proposed statue to Prince Napoleon in Westminster Abbey. Mr Gladstone opposed it. Calcutta, July 16. News haa been received from Afghanistan that Abdul Itijhmanj who. was offered the Ameership, has crossed Hindoo-Koosh and is now beloved to be on his way to .Cabul. News comes to hand from Afghanistan that the na'ive infantry under Slier J Ali, ruler of Candahar, recently deserted near Qirishk, where they had been dispatched to oppose the advance of Ayoub Khan. A force of British troops operating witli Shore Ali pursued and routed them, and recovered t e guns they bad taken. It is understood that the position of affairs renders it necessary for the British troops to .remain in Candahar until Shere Ali's position is secure Paris July, 15... Th,e Grand National fete, held to-day, was made the occasion for presc nting various regiments of the French army with new colors. The whole of the proceedings of the clay were carried out in a splendid manner.

The Porte lias engaged an official of the German Treasury to undertake a reorganisation of the finances of Turkey.
The Ambassadors of the Great Powers to-day presented a collective note to the Porte, embodying the decision of the recent Berlin Conference regarding Turkish affairs.
