ENGLISH AND FOREIGN. London, Fob, 22. The Canadian Parliament has voted 100,000 dollars (about L 21.000) towards the Irish relief Fund. The Russians are sending torpedo boats and war material to Olga Lay, abandoning Yladivistock. It is rumored that Russia is arranging with Japan for a large shipyard at Nagasaki. The dispute between China and Japan is still unsettled, as China talks of refusing to ratify the Knldja treaty, Japan may except the proposal of Russia. The Irish public works debate in the House of Commons derived Us chief importance through the Irish members prolonging the discussion so as to shelve Mr Newdegade’s motion. To prevent obstruction the Government is thus induced to replace Mr Newdegate’s with a resolution of their own. It is believed that they are desirous of appealing to the country on an “ anti-obstruction ” cry. Feb. 21. St. Petkksbxjeo, Feb. 22. The Academy of Forest Cultime at Moscow was totally destroyed hy tire to-day. One of the students of the Academy who is believed to be implicated has been arrested for incendiarism.
