TEMUKA ROAD BOARD.
The monthly meeting of the Board was held on Tuesday, December 2, 1879.
MEMBERS PRESENT. Messrs Talbot (Chairman), Hayhurst, Barker, Quinn, and Ensor.
MINUTES. The minutes of the previous meeting were read and confirmed. DEPUTATIONS. Mr C. Bissett attended to ask the Board to allow him some timber to erect a bridge over Penny’s Creek, to allow him to get on to his land.
Timber was allowed him, Mr Bissett supplying the labour to erect the bridge in question. Mr Job Brown attended to ask the Board to shingle Davie and Cass streets. The Surveyor was instructed to investigate the nutter, to see if the work would benefit others as well as Mr Brown.
Mr Brown also asked that the kerbing of the footpath r ear his place in the main street might be repaired. Resolved that the kerbing bo deferred, for the purpose of proving how the con Crete kerbing already put down stood. Mr Roberts interviewed the Board, to ask the Board to have the roadside drain near his place cleaned out. Resolved that the Surveyor inspect and report upon it. Mr Roberts further complained that the drain now being cut for the purpose of throwing certain water down the creek running through Trevenna, was likely, if persisted in, to damage Mr Griggs’ * property. , ' Resolved that steps be taken to have the water conveyed through its natural channel.
Mr Martin interviewed the Board to ask that he be allowed a progress payment on hie contract, stating that, as his contract was nearly finished, it would be a hardship for him to wait a month for the whole payment. Resolved that, bo soon as the Clerk obtain a certificate from the Surveyor that the work was finished satisfactorily, ho make out a cheque for the signature of the Chairman two members of the Board, and the same be paid him. Mr Pratley attended to ask the Board to allow him to fence across the road near the land he rented in the swamp.
Mr Pratley’s request was granted, sub ject to the Board’s considering by nex t Board day what terms it would bo advis. able to arrange for the same. Mr Pratley was also, upon his request, allowed some timber to put a bridge over a drain, to allow his getting on to Hs land Mr D. Henry asked tbe Board to have a low place filled up on the footpath near his section.
The Surveyor was instructed to look into the matter, and,- if necessary, hare it done.
Mr Popplswell applied to the Board to ask them to do something for him by way of supplying him with work. The Surveyor was instructed to employ him if he had anything to put in his way. Resolved that the Clerk write to the Colonial Treasurer, to inform him that tho LBO expended by tho Board in entertaining Sir George Grey had been refunded to (he District Fund Account, ami thnt tho auditor had been advised of (he same.
Proposed by Mr Barker, seconded by Mr Quinn, and carried—“ That in future tho cartage required by the Board be distributed as evenly as may bo by giving each expressman a month's work, turn about, so long as the work is done satisfactorily.”
Proposed by Mr Ensor, seconded by Mr Quinn, and carried —‘’That the remainder of the Boiling-down road be clayed 30 feet wide.” Proposed b} r Mr Barker, seconded by Mr Hayhurat, and carried—“ That the attention of the Government, through the member of th : s district, be called to the very objectionable habtt private individuals have fallen into of laying out townships with half chain roads, and expecting Pmad Boards to take over and form them ; that this Board protests against the practice ns being detrimental to the public interests, and wou'd suggest that some steps should be taken to prohibit, in future, the laying off of roads of less width than one chain.” Proposed by Mr Ensor, seconded by Mr Quinn, andcairied—“That, ns the Levels Road Board have refused to co-operate with this Board in bridging the Opihi River, that the Government be requested to take the same steps as they have done in the matter of the Rangitata Bridge, i.e. to carry out the work and charge the cost to the different Road Boards south of the Rangitata.” Mr Barker applied, on behalf of Mr F. H. Barker, to be allowed to keep n gate on either end of the Ohapi Swamp road.
Granted on usual c nditious. On the recommendation of Mr Barker the Clerk was instructed to write to Messrs Rolleston, Cox, &c., drawing their attention to their agreement with the Board, relative to their share of the cost of the drains through the Orari Swamp ; and that they be requested to pay the B'ime.
Some complaints was made in reference to the Boundary road leading from Dellenzy’s to Kakalm road across the Valley River.The Surveyor was ordered to see to the matter.
Mr Quinn stated that Mr Irvine complained of the flood water doing damage near his gateway. The Surveyor was instructed to attend to it.,
Mr TalHot brought before the notice of the Board the bad condition of the main Waitohi road, and it was resolved —“That the Chairman and Surveyor examine the said road, and that tenders be called for shingling it, or a part of it, as may be found necessary.” The Clerk pointed out that'it would be necessary forthe board to settle upon some day in the first week in January to elect two members in the place of Messrs Talbot and Barker, who retire by rotation.; and also to elect a Returning Officer in the room of Dr Rayner, deceased. Proposed by Mr Quinn, seconded by Mr Ensor, and carried unanimously—‘‘That Mr William Wills be elected Return-’ ing Officer for the Tenmka Road Board, and to take such steps as was necessary for the holding of an election of two members on the first Tuesday in January.” Resolved —“ That the Clerk be authorised to employ Mr Popplewell to examine and audit his rate and deposit accounts in time for the annual meeting.” Mr Mclunes interviewed the Board with reference to some extras he claimed on his contract; and also asking the Board to favorably consider the amount of time he 1 had lost in waiting for timber. It was resolved after careful conUderation that Mr.Mclnncs bo paid the sum of £B, as compensation ■ for loss of time, anil the sum of L 33 11s 6J for extras on contract. (JoUKKSPONDBNCE. A letter was read from the poundkeepor asking for sundries for the pound. The Sui’Yeyor was ordered to attend to it as soon as possible. From Powell and Lindsay.ashing for extension of time to complete their contract. Granted for one month. From Mrs Dr Rayner, acknowledging receipt of condolence on the Doctor’s death. From Charles Nevil, asking for some timber to put a small road bridge over the road drain at Milford, to allow him to get on to his land. It transpired that this was the same as that asked for by andgranted to Pratley. From Mr Crompton, complaining 'of damage being done to his fences through Mrs Dunn having a gate across a road funning by the land he occupies, and grazing horses there. Resolved —“ That Mrs Dunn receive notice that she must remove the gate if Mr Crompton persists in requiring it.” From Mr John Talbot senr., informing the Board that the necessary steps had been taken to have the road by Wheelband’s conveyed to the Board. From Mr Woodl.ead, asking for a few drain pipes to convey water out of ditches on the Lagoon road. From Mr Johnston, stating that Mr Gladstone had duly sigued the conveyance of land to the Board for the road near Orari. From Geraldine Road Board, asking the co-operation of this Board in urging th® Government to use inm cylinders in repairing the Rangitata Bridge. Resolved that the Geraldine Bbard ba informed that this Board will willingly co-operate in the direction indicated. It was further resolved that the Minister of Public Works be written to, requesting him to consider the advisability of using at the Rangitata Bridge cylinders of a similar diameter to those used in the Waitaki Bridge. From Mr Ziezler, trustee in the estate of James Radford, asking to have all monies due to the same be paid to him. Granted. From Mr Johnston, advising that an Act of 1866 enacts that no reservation through a Crown grant shall be binding on the grantee after the expirafon of .five years from the issue of the grant, and, therefore Mr Gladstone was entitled to the money paid him for the land at the Orari, as Ids grant was issued in 18G8. From Mr To I ton, drawing Ihe attention of the Eoan to some gullies in the road leading from South Roa i ti the beach, on the left bank of the Orari.
The Surveyor was instructed to inspect it, and if the repairs can be uone for a small sum to have them doue at once ; if not to call for tenders.
From the Levels Road Board, acknow" ledging the receipt of a letter with resolution from the Board re the Opibi Bridge.
From Mr R. Parkerson, in re gorse on road, adjoining his land. Resolved that Mr Parkerson be informed tbs Board regret the circumstances com plained of, but they must carry out the ordinance, and, unless the road iscl ~i S u on© month from date, the Board will tatJG steps to have it doue at his coat.
