The Cincinnatti marine.railroad and dock have been burnt together, with the steamer Bostonia on the stocks. Musurus Pasha represents the difficulty of. effecting Asiatic reforms to be owing to the financial embarrassments of the Porte. The Sultan has ratified; the reforms recommended by Mr Layard.' The Porte has issued a circular inviting Turkish bondholders to appoint delegates to examine into the finances of Turkey. Nov. 18. The orders to Admiral Hornby to proceed eastward have been ' countermanded. Constantinople, Nov. 17. The Sultan has accepted the responsibility, and his ministers have ratified a scheme of .reform in European and Asiatic Turkey, y
