TEMUKA ROAD BOARD.

The usual monthly meeting of this' Board took place in the Road Board office yesterday. Present—Messrs Talbot (in the chair), Quinn, Ensor, and Barker. The minutes of tiio last meeting were read and confirmed. Accounts to the amount of L 297 were passed for payment. Mr IVarcing waited upon the Board in reference to the road between Eadham’s and tiie river’, and between John Loo’s and the river. The Board stated that tenders'were called for. He also asked the Board if they would take the stones up on the Upper Swamp Rangitata road. The Board promised to look into the matter. Mr F. Barker waited upon the Board in reference to a petition to have the Upper Swamp road road opened as far as the Winchester road. The Board stated that it could not do anything in the matter till Mr Hay hurst and the other parties concerned gave their consent to carrying it through their land. The matter will be taken up and considered when Mr Haylmrst, a member of the Board, is present. Mr Gladstone waited upon the Board in reference to a parcel of land bought by the Board from him, asking when the same would be settled, and who paid for the transfer. The Board explained that the buyers paid the expense of conveyance, and recommended that the land be put under the Land Transfer Act, or put into the hands of a solicitor to have it conveyed to the Board. Mr Gammack waited upon the Board to inquire if it would have the water in the side drain on the road through reserve No. conveyed to the canal. The overseer was instructed to report upon it at the next meeting. Mr Gammack also asked to have Badham’s road improved. The Board stated that the overseer would be instructed to report upon the application. The following correspondence was then read ;—■ From Mr A. Cox, asking tlio Board to be good enough to finish the large drain between the reserve, as in its present state it is perfectly useless, and whereas if finished now it would soon be fit for light traffic. It was decided that the overseer have specifications prepared by nest Board day. From Messrs Lyon and Ilarrop, applying to the Board to open up a street through the sections lately purchased from the Government by the various settlers in the township, as the same in tend building at once. Resolved that the matteigbo deferred in the meantime. From Mr Haylmrst, apologising for his absence, as he had to go to Timaru on business. Ho also slated, u As I may not bo present will you kindly see to the rubbish being removed from the Swamp road, and if you are prepared to gnter into a I would undertake for the sum of £2 to have the whole cleared out.” Resolved that the Board do nob interfere in the matter, as it considered the contractor the proper party to deal with, and as a former resolution showed that the Board resolved not to lay claim to any materials that may fall in the way of tiro contractor in the execution of bis contract. From Messrs Wilson and Sons, asking if the Board would be good enough to lay pipes in continuance of dram to prevent the corner section being washed a way. The Overseer reported that the Board have no right-of-way, as the laud adjoining it is a railway reserve. Resolved that the Board is of opinion that it would be advisable to apply to the Minister of Public Works, requesting that a street may ho granted through the reserve to connect the railway teiracc with High-street, in order to give an outfall for the drainage from railway trains. From the Ashburton County Council, relating to the Rangitata bridge. From the Public Works Office, in reference to the -same, stating that the Government have no power to stop any monies due to the Geraldine County Council, but regrets that the work is delayed. It was stated that tho Ashburton County Council had passed a resolution deciding 1° clo no more towards this work until hall; the cost is guaranteed by tho various Road Boards. After some discussion Mr Barker proposed that this Board are willing to pay a fair proportion of onc-half of tho expense, provided the plans, etc., arc approved. Mr Quinn proposed as an amendment, and Mr Haylmrst seconded, That this Board declines to pay any part of the expense of the Rangitata Bridge until a more definite scheme is devised for connecting County Councils with Road Boards in the mailer of how to deal with bridges uniting different districts. The amendment was carried. From Messrs White and Jameson, in reference to the case Franks v. Road Board, giving notice that the case will be brought before the next sitting of the Supreme Court. From the Levels Road Board in reference to a conference of both Boards as to the best place to improve the Opihi bridge. From J. L. Brown, declining to pay rates, as ho never had property in tho Tomuka Road District. From the Secretary Winchester Cricket Club, requesting the Board to recommend to tho Government names of persons as trustees for the Cricket Reserve. The Clerk was instructed to write to the Secretary and request him to forward tho names of the gentlemen to act, when tho request will bo complied with. From Mi’ Freeman, Rangitata Island, complaining of being charged with rates before tho land was surveyed. Resolved that ho bo warned to pay up to a certain period. From J. O’Connor, requesting extra payment for work done, and passed by 11 ic late overseer. Resolved that tho Board cannot accede to tho request.

From the Registrar-General, asking for" returns of the Board’s expenditure up to 31st March, 1879. The subject of striking a rate was then considered. Proposed by Mr Barker, seconded by Mr Fn.sor, that a rate of 3d in the pound' beCarried. Mr Barker’s application was resumed. It was resolved that the roads already laid out through the Barker land be formed, and that the consideration of the other be deferred. Mr Quinn brought before the notice of the Board the necessity of some repairs being done to the Main Rangitata Island road, the same being in a bad state. The overseer was instructed to call for tenders to have the necessary repairs done.' The following tenders were accepted : Contract No. 5, enlarging a drain near McKenzie’s—W. Ormond, £1 4s lid per chain. Contract No. G, cleaning drain near McKenzie’s—W. Oiinond, 4s per chain. Contract No. 7, forming continuation of Langridge’s road—Cornelius Flynn, 18s per chain. Contract No. 8, forming M’Callura’s road—Michael Leary, 10s per chain. Contract Ko. 9, bridge on Langridge’s road—Lindsay and Powell, £139. Contract Ko. 10, re-forming part of Badham’a road—John Robertson, £35. Contract Ko. 11, footpaths in Allnutstrcct —Gash and Organ, £ll Bs. Contract Mo. 12, bridge on M £ Callum’s road —J. McQuinlin, £45. Contract Ko. 13, footbridge near Keal’s —J. McQuinlin, £37 7s. Contract Ko. IG, fencing new road through Ohapi estate —J. McQuinlin, £l13s 7cl. The Board then adjourned.
