ENGLISH AND FOREIGN. London, March. 18. The mission of the Embassy progresses satisfactorily. The English Press advocates the consideration of their presentations. It is probable the House of Commons will discuss the Victorian difficulty. A seandalous scene occurred in the House of Commons, owing to the Home Rulers' opposition to the army estimates. Serious riots occurred at Belfast, over the celebration of St. Patrick's Day by a Catholic pocession. A conflict occurred with the Orangemen. The police and military were.called out, but the rioting continued throughout the evening. * General Kauffman, the Russian Governor of Turkestan, has resigned his position, owing to being held personally responsible by the Czar for the manifestation of Russian sympathy towards Shere Ali previous to the invasion of Afghanistan by the British. Some uneaseness is caused by the movement of Russian troops in North Afghanistan ; as according to the latest reports they were advanciug upon Merv. Wheat is quiet and easy. Two thousand lives have been lost by floods at Izegedini in Hungary. The Chancellor of the Exchequer has fixed the debate in the House of Commons on the Zulu War to take place on March 27th. The Irish members of the House of Commons are offering great obstruction to the passing of the army estimates. March 19. King Alphonso is bethrothed to the late queen's sister. The Sultan of Turkey banquetted the officers of the English fleet. Colonial debentures are in active demand. AUSTRALIAN NEWS. Sydney, March 19. Sir Hercules R,obinson departed to-day ! for New Zealand in H.M. corvette Emerald, accompanied by Commodore Wilson, in H.M.S. Wolverine. Prior to his departure his Excellency held a farewell levee, which was attended by a large number of persons. Farewell addresses from both Houses of Parliament were presented to him. Sir Alfred Stephen assumes the position of Lieut.-Governor to-morrow. Thousands were present to witness Governor Robinson's departure.
