Surrender of certain rights held to be inherent in the doctrine of absolute sovereignty is, as has long been stressed by thinkers, the prime condition of any true European union. Past experience and the potent example of the United States prove this. Sacrifice for the common good is, in fact, to-day's big keynote. Europe can no longer live as before in some 30 water-tight national compartments, each nation trying to operate as it pleases and only coordinating policies with a neighbour when it best suits its "natural
national aspirations."-
