A proposal to divide India into five Dominions has been made by Sir Fotqz Khan Noon, defence member of the Indian Government and for> mer High Commissioner at London. j An Allahabad message states that the five Dominions would be Bengal and Assam, the Central Provinces, the United Provinces and Bihar, Madras, Bombay the Punjab, Baluchistan and the NorthWest Frontier, and Sind. | Sir Foroz agreed that there should be a central authority to carry on the united effort. Defence, customs and foreign relations would be reserved for the central authority, which would be composed of the nominces of the five Dominions. I The wave of violence in India is rapidly subsiding, says the Times correspondent at New Delhi. Law-abiding sections in "some areas are co-operating with troops and police in rounding up looters. Demonstrations in Bengal continue on a reduced scale. .There are individual instances of damage to Government and public utility property in Madras. A stay-in strike at one mill at Coimbatore led to a riot in which two were killed. Police at Cawnpore fired on a violent crowd, resulting in four casualties. It is premature to assume that there will be no more trouble. Clandestine Congress tracts are being circulated widely. Congress members in Bihar are distributing pamphlets calling on public servants to resign. Congress supporters in one area of Bengal are urging the non-payment of rents and taxes and the free manufacture of salt. A Lucknow communique reports that in two instances in which the . police were forced to fire eight were killed. Collective fines of £1500 and £560 have been imposed on two villages. A communique issued by the Government of Bihar and Orissa Province says 17 people were killed on August 19 in the Buxar area when police and troops fired on crowds. There were serious riots at Katra and Asanol, troops firing on crowds. Sixteen people were killed at Sasaram on August 14 when the authorities fired on a mob led by aacoits. It is announced at New Delhi that the Central Assembly will meet on September 14 and the Council of State a few days later. An official statement says the Viceroy had under consideration with his colleagues whether, in view of the situation as it had developed in India recently, it was desirable to summon an earlier session of the central legislature with the object of discussing that situation.
