STRIKE AT SHANGHAI
JAPANESE INSTIGATION Shanghai, Sept. 25. The police disclosed that the Japanese, hiring agitators, are responsible for the complete disruption of communications. Tramway and bus operators in the settlements and concession have.already struck and taxi-drivers are thfeatening to strike.
