BREACH OF NEUTRALITY

Rugby, Sept. 25. The British Minister at Helsinki, Mr. G. G. M. Vereker, has been instructed to protest strongly to ihe Finnish Government against action in allowing German troops to pass through Finland on the way to northern Norway. This action constitutes a clear breach of neutrality and international law.
