The German Commissioner in Nonvay, Herr Terboveri, in a broadcast to-day admitted the failure of negotiations to : bring Norweginn political parties into line with German dcmands. For this roason. hc said, Germans had | decrccd that the Royal Housc should be j abolishcd and the Royal family and the Norvvegian Government abroad perman- j ently exiled, that a German-controlled , State Council of 13 members should be , appointed and that all political parties should be dissolved. Political parties, Herr Terboven said, had hitherto prevented the people from learning the truth of German aims and had consistently aimed at pro-British reorientation.
