PASSAGE BY CONGRESS Rec. 6.30 p.m. Washington, Sept. 14. The Senate to-day approved the final drgft of the Conscription Bill and sent it to the House of Representatives, which also approved it. The Senate sent the Bill back to the inter-House conference yesterday after a deadlock on the revised industrial draft provision, thus furtlier delaying its adoption. Immediately after , the Senate's action the conferees met and restored the original Smith provision to the Bill, empowering the President to ' tak'e over without restriction plants T-efusing defence contracts at a "just rental." Immediately after the passage. of the Conscription Bill President- Roosevelt asked Congi,ess for an additional 1,600,000,000 dollars as expenses for the' first year's trainiiig, for which 800,000 „ men will be liable to be called up from October.
